2013 Statistics Bulletin of National Economy and Social Development of Ningbo

In face of complex development environment at home and abroad and frequent occurrence of natural disasters, especially flood and waterlogging in 2013, Ningbo people stick to the keynote of “advancing in stability and then bettering in advancement” and strive to thoroughly implement the development strategy of “six accelerations”, in order to implement relevant policies and strategies favorable to ensuring steady growth, improving economic performance, intensifying innovation and benefiting livelihood. With such actions taken, the overall economy has witnessed stable increase and improvement, the industry is under steady development, the quality and benefits have been improved continuously, the innovation and transformation have advanced effectively and people were well secured for well-being and better living standard, laying a solid foundation for the achievement of “two basic points” and the construction of “four demonstration zones”.

I. Overview

Regional GDP: The GDP in Ningbo in 2013 amounted to 712.89 billion, up by 8.1% compared with that of last year if calculated by comparable price, among which, the added value of primary industry was 27.64 billion, down by 1.2%; the added value of secondary industry was 374.17 billion, up by 8.2%; and the added value of tertiary industry was 311.08 billion, up by 8.8%. The ratio of the increase of the three industries was 3.9:52.5:43.6. The proportion of increase of the tertiary industry in the regional GDP was 1.1% higher than that of last year. The GDP per capita was 93,176 if calculated by permanent resident population (converted to USD 15,046 according to annual average exchange rate).

 

Fiscal revenue and expenditure: The public fiscal budget revenue  in Ningbo in 2013 was 165.12 billion, up by 7.5% compared with that of last year, among which, the local fiscal revenue was 79.28 billion, up by 9.3%. For local taxation, the growths for operation tax, VAT, enterprise income tax and individual were 10.8%, 3.0%, 9.4% and 10.5% respectively. The public fiscal budget expenditure was 93.99 billion, up by 13.5%, among which the transportation expenditure was 7.10 billion, up by 40.0%; the fiscal expenditure in energy conservation and environmental protection was 1.48 billion, up by 25.2%; the expenditure in social insurance and employment was 9.76 billion, up by 23.5% the expenditure in science and technology was 3.76 billion, up by 15.9%; the expenditure in agriculture, forestry  and water was 8.04 billion, up by 11.3%. The “eight provisions” and regulation to ban official extravagance issued by the central government were conscientiously implemented, thus greatly reducing the general expenditures. The annual expenditure in general public services was increased by 4.4%, with the growth of 3.5% lower than the same period of last year.

 

Employment and re-employment: Employees newly created in urban areas and towns in Ningbo were 161,000 in 2013, and 76,000 laid-off workers were re-employed, 22,000 of which were the workers in trouble. The college graduates were instructed to work or establish a business  in the enterprises and grassroots, with the employment rate of college graduates of 98%. The vocational education public service platform of “Xiaoqitong” under cooperation of colleges and enterprises was officially launched, which attracted 72 colleges and universities in Ningbo joining the service platform and 6,100 enterprises publishing the supply and demand information. Active measures were taken to cope with the unfavorable influence of flood disaster and supportive policies were issued in a timely manner to stabilize the employment. The total social insurance fee of 3.0 billion was reduced, benefiting 89,000 enterprises and 2.36 million employees. The rural labor forces of 110,000 were organized to accept trainings, 23,000 of which transferred their employment after trainings. The number of rural serviceable talents in Ningbo recorded reached 135,000, accounting for 4.6% of the total rural labor forces. The registered unemployment rate in urban areas and towns in Ningbo at the end of the year was 2.16%, which was historically low.

 

Market price: The consumer price index (CPI) in Ningbo was 102.2% in 2013, 0.4% and 0.1% respectively lower than those of national and provincial levels, ranking the 34th place in 36 large and medium-sized cities in China. The rises and falls of eight major goods and services items present a pattern of “seven rises and one fall”: 2.6% increase for foods, 0.8% increase for alcohol and tobacco products, 2.6% increase for clothes, 2.0% increase for household facilities and articles, 2.8% increase for health care and personal products, 1.9% increase for entertainment, education and cultural articles and services, 3.5% increase for residential products, and 0.6% decrease for transportation and communication. The purchase price index and ex-factory price index for manufacturers were 96.34% and 96.67% respectively in 2013. The sales price of new commercial housing was up by 0.5% in December month on month and 7.8% year on year, with the increase ranking the 52nd place among 70 large and medium-sized cities in China.

II. Agriculture and Rural Area

Agricultural production: Continuously affected by a series of serious natural disasters such as H7N9 avian-flu outbreak, extreme high-temperature and dry weather and Typhoon Fitow, the agricultural and animal husbandry production had witnessed serious losses. The gross output value of farming, forestry, husbandry and fishing in Ningbo has reached 42.99 billion in 2013, down by 1.5% than that of last year if calculated by comparable price. Among the gross value, the farming was 20.23 billion, down by 1.0%; the forestry 1.15 billion, up by 1.9%; the husbandry 6.09 billion, down by 9.4%; the fishing 14.90 billion, up by 1.0%; and the service of farming forestry, husbandry and fishing 0.62 billion, up by 3.4%. The sowing area of food crops reached 2.229 million mu, with the same number as last year. The total output of grains reached 812,000 tons, down by 6.2% when compared with that of last year. The situation of poultry production is still grim and the poultry stock and slaughter were decreased by 10.4% and 23.0% respectively when compared with that of last year; the total output of poultry reached 38,000 tons, down by 24.2%. The demonstrative family farm supportive measures were prepared. The new demonstrative family farms at municipal level were 40 in 2013 and the total number of family farms in Ningbo reached 2754. The development of “family farms” in Ningbo was also described by the media as one of the national “five models”.

 

New countryside construction: 46 new all-round well-off villages were established in 2013, totaling 525 by far. Centralized treatment of rural household garbage and domestic sewage is accelerated and the centralized treatment rate of rural garbage in Ningbo reached more than 98% and 150 new rural living sewage treatment projects were established. A total amount of 10.1 billion was invested in “two reconstructions” for countryside houses in 2013, including 105,000 houses starting reconstruction, with a total area of 5.90 million square meters of rural houses constructed and a total number of 41,000 peasant household settled. 185 centralized housing construction projects were implemented and started. Various funds of 220 million were invested in the village renovation and construction in 2013 and 594 projects were constructed, with 228,000 m2 old and dilapidated houses removed, 928,000m2 of façade renovated, 290,000 m2 of road hardening within countries conducted; 194,000 m2 village greening carried out and 60 villages passed the acceptance. The brand influence of rural leisure tourism was significantly improved and the number tourists in rural leisure tourism in 2013 reached 22.34 million and the total operating revenue reached 2.24 billion, up by 30.6% and 30.3% respectively year on year, with the agricultural marketing sales such as picking reaching 2.4 billion.

 

 

III. Industry and Construction

 

Industrial economy: The total industrial output value in Ningbo amounted to 337.8 billion in 2013, up by 8.4% compared with that of last year. Among which, the total increased industrial output value for industrial enterprise above designated size was 229.12 billion, up by 8.0%. From the perspective of industries, in the 35 industries, the total increased industrial output value of 26 of which was on the rise and enjoyed sound industrial development trend; the increased output value for top 10 industries above designated size was 164.05 billion, accounting for 71.6% of the total industrial output value above designated size and achieving 0.8% of increase compared with the same period of last year. The electric apparatus and equipment manufacturing industry have obtained 26.25 billion of total increased industrial output value, topping all industries; chemical raw materials and chemical products manufacturing have witnessed a growth of 16.8%, ranking first in growth among top ten industries. The gross output value of light industry in 2013 was 80.21 billion, up by 3.4%; and that for heavy industry was 148.91 billion, up by 10.2%. The ratio of light and heavy industries has changed from 1:1.77 last year to 1:1.86 in 2013. The sales value for industrial enterprises above designated value in 2013 was 1238.1 billion, up by 5.0%; among which, the sales value in domestic market was 955.74 billion, up by 6.9%; the value of export delivery was 282.36 billion, down by 0.8%, with the growth of sales in domestic market of 7.7% higher than that of export. The profits achieved by the industrial enterprises above the designated size was 66.46 billion, up by 25.0%; and taxation of profits achieved was 125.81 billion, up by 17.2%.

 

Industrial transformation and innovation: Expenditure in scientific and technological activities of industrial enterprises above designated size totaled 17.39 billion in 2013, up by 10.7% compared with that of last year and accounting for 1.4% of main business revenue (0.1% higher compared with the same period of last year). The output value of new products was 294.0 billion, up by 22.1%, 16.5% faster in growth than that of total industrial output value above designated size. The rate of output value of new products accounted for 23%, 3.1% higher compared with the same period last year, hitting a record high; the implementation effect of “replacement of labor force with machines” has been achieved and total growth of 5.8% of industrial assets above designated size was achieved; while the number of employees was decreased by 2.3%; the labor productivity reached 163,000/person, up by 10.5%; the per capita profit earnings and tax payment reached 90,000, up by 20%.

 

Construction industry: The output value of construction industry in Ningbo totaled 314.86 billion in 2013, up by 25.5% compared with that of last year. The annual total contracting and professional contracting construction enterprises have signed contracts valued at 512.33 billion, up by 17.7%; the businesses in other provinces were expanded continuously and the total output value of building industry in other provinces reached 127.12 billion, up by 29%. The construction area of house in 2013 was 251.361 million m2, and the completion area was 75.439 million m2.

 

 

IV. Investment in Fixed Asset and Urban Construction

 

Investment in fixed asset: Investment in fixed asset in Ningbo was 342.3 billion in 2013, up by 18% compared with that of last year. In perspective of industries, investment in primary industry was 2.12 billion, down by 21.7%; investment in secondary industry was 106.95 billion, up by 30.5%; investment in tertiary industry was 233.23 billion, up by 13.5%; the investment ratio of the three industries was 0.6:31.3:68.1. The private investment in 2013 reached 173.56 billion, up by 26.6%; the ratio of private investment in the investment of fixed assets exceeded 50% for the first time over the last decade, reaching 50.7%, up by 3.5% compared with that of last year. The total industrial investment  in 2013 reached 106.52 billion, up by 30.3%; the contribution rate of the growth in fixed assets investment reached 47.5%, among which the investment in industrial technical transformation reached 76.25 billion, up by 35.1%, accounting for 71.6% of the industrial investment, up by 2.6% compared with that of last year. The total investment in real estate development in 2013 was 112.34 billion, up by 27%; the sales area of commercial residential building was 7.301 million m2, up by 23.7% compared with that of last year.

Modern urban construction: Modern metropolis of “50100 projects” is under thorough development and the modern metropolis pattern of “one core, two wings and multi-nodes” is further established. The leisure riverside belt project of “three rivers and six banks” was basically completed and 16 urban arterial roads were renovated. The cleaning action of roads was deepened; the machine cleaning rate of roads in central urban areas exceeded 75% and the coverage rate of long-acting clean keeping reached 100%; the radiating area of the intelligent city management was increased from 137.6 km2 to 208.7 km2, with the number of grids reaching more than 2900, thus the platform basically achieving 100% of coverage rate. The “unconnected roads” in central urban areas were finished within three years and 59 unconnected roads were constructed within scheduled period. The construction of elevated boxes in main line of south-north ring express way has been completed basically. The main structure of 20 stations in Phase I of rail transit No. 1 was finished completely and the underground sections achieved hole connection, rail connection and power connection; the structure construction of 18 underground stations of Phase I of rail transit No. 2 was completed and the second-round construction planning was approved. The public traffic system was further optimized, with 30.4 km public transportation lane being put into operation (two-way road). The city bus “one-hour” preferential transfer was implemented and the vehicles with the license plate number of “Z.B.” in ring expressway were provided with half-price discount, benefiting a total number of 24.20 million person-time and 827,000 vehicle-time. The public bicycle system was officially put into use and 618 public bicycle networks of Phase I were constructed, with 15,035 bicycles being put into use. Ningbo-Cixi public transport transformation was finished completely and the integration rate of urban-rural passenger transport was increased from 65% to 75%, thus making Ningbo become the demonstration city of national transit metropolis.

V. Trade, Tourism and Exhibition

 

限额以上贸易企业达2960,全年实现营业收入7596.1亿元,实现利润总额70.0亿元。Trade: The total sales volume of goods in Ningbo reached 1.22 trillion in 2013, up by 15.4% compared with that of last year. The total retail sales of consumer goods reached 263.57 billion, up by 13.3%. If viewed by countryside  and town respectively, the total volume of consumer retail sales in towns was 221.35 billion, up by 13.3%, and total volume of consumer retail sales in countryside was 42.22 billion, up by 13.8%. In goods sales volume enterprises above designated size, automobile sales have been up by 10.6%; petroleum and related products 16.3%; foods, beverage, tobacco and liquor 7.7%; clothing, shoes and hats, and needle textile 14.9%; gold, silver and jewelry 32.1%. The number of trade companies above designated size in Ningbo has reached 2,960 at the end of 2013. The total operation revenue was 759.61 billion and profits of 7.00 billion.

Tourism: Total revenue of tourism in Ningbo in 2013 was 95.35 billion, up by 10.5% compared with that of last year. The inbound tourists hit 1.273 million, up by 9.3%; foreign exchange earnings of tourism was USD 0.796 billion, up by 8.2%; domestic tourists in 2013 were 62.258 million, up by 8.3%; revenue from domestic tourists was 90.42 billion, up by 10.8%. There were 160 star-rated hotels in Ningbo in 2013, where 20 were five-star hotels (up by 1). There were 28 4A-class tourist attractions and 1 5A-class tourist attraction.

 

Exhibition: In 2013, the transformation and upgrading of conference and exhibition industry in Ningbo was accelerated and new achievements were made in the development of quality and quantity. 279 exhibition activities of various kinds were held in 2013 in Ningbo, of which 160 were exhibitions, up by 6% compared with that of last year, with a total exhibition area of 1.86 million m2, up by 4%. A total number of 30 large-scale exhibitions with more than 20,000 m2 of exhibition area were held. Ceremonies, seminar and forums were held up to standards. In 2013, 68 conferences (forums) and 51 festival activities above county level were held, which witnesses decreases of 12% and 7% respectively.

 

 

VI. Foreign Economy and Cooperation & Exchange

 

Foreign trade: The total volume of export and import in Ningbo reached USD 211.90 billion in 2013, up by 7.3% compared to that of last year. The total volume of self-support export exceeded USD 100 billion for the first time, thus making Ningbo become the first city in Zhejiang and the third city in Yangtze River Delta Region with the foreign trade volume of more than USD 100 billion. The total volume of self-support import and export in 2013 reached USD 100.33 billion, up by 3.9%, of which the total volume of export reached USD 65.71 billion, up by 7.0% and that of import reached USD 34.62 billion, down by 1.4%. The newly-increased enterprises for foreign trade registered in 2013 were 2843, totaling 22,500 by far, and the enterprises with actual export and import businesses were 13,898. The export volume of general trade accounted for 81.0%, among the total export volume, the import volume accounted for 71.9% of the total import volume, up by 1.0% and 2.1% respectively compared with those of last year. 221 nations and regions established direct trade relations with Ningbo in 2013, among which, the trade volume in EU, the United States, ASEAN and Latin America accounted for 20.1%, 15.6%, 8.2% and 7.8% respectively.

Foreign capital utilization: In 2013, foreign capital utilization by contract was USD 5.82 billion, up by 9.6% compared to that of last year; and actual utilization of foreign capital exceeded USD 3 billion for the first time and reached USD 3.275 billion, up by 14.8%. The total number of newly-approved projects in the tertiary industry reached 274, up by 26.9%; actual utilization of foreign capital reached USD 1.85 billion, up by 20.7%. Among the above, the actual utilization of foreign capital in real estate industry was USD 940 million, up by 36.6%; that in transportation, warehousing and postal service was USD 290 million, up by 963.9%.

 

Foreign cooperation: 206 overseas investment enterprises and organizations were approved in Ningbo in 2013, with Chinese investment approved up to USD 1.57 billion, up by 20.2% compared to that of last year, and the actual Chinese investment up to USD 680 million, up by 11.1%. The turnover of labor cooperation for overseas contracting projects was USD 1.50 billion, up by 21.2%.

 

 

Outsourcing service: the contract volume of outsourced service completed in 2013 was 14.40 billion, up by 25.7% respectively; and the executed volume of outsourcing service was 10.81 billion, up by 27.7%; the contract volume of offshore outsourced service was USD 770 million and the executed volume of that was USD 600 million, up by 44.1% and 47.1% respectively. The enterprises specialized in outsourced services at the end of 2013 amounted to 928, with total employees of 36,000.

 

Domestic cooperation: various investment attraction and capital introduction carriers were innovatively established and series of activities such as “2013 Nanjing-Ningbo Week” and the “a visit to Ningbo” of important merchants and “go out of Ningbo” of merchants groups were successfully held. In 2013, the domestic investment attraction and capital introduction as well as innovation work supporting Zhejiang-born  merchants’ businesses witnessed significant result and actual attraction of domestic capital reached 65.87 billion, up by 17.1%, and the actual paid-in capital from merchants of Zhejiang Province reached 50.61 billion, up by 184.9%, accounting for 124.3% and 184.0% of the total annual goal respectively. 16 domestic capital projects that above 1 billion were brought in, 3 of which were over 10 billion for the whole year. A total number of 105 industrial cooperation projects of Nanshan District +Zhoushan Isles were fully implemented, with actual paid-in capital of 2.98 billion. A new round of assistance project for Qianxinan in Guizhou was started completely and 70 assistance projects were constructed in Qianxinan in 2013, with the assistance funds of 44.96 million and the donated goods and materials of 16.26 million. Six projects in Three Gorges Reservoir Region in Wanzhou District were assisted, with a fund of 5 million. Active assistance was provided for enterprises to expand the domestic market and nearly 50 enterprises were organized to take part in important domestic exhibitions such as “Investment and Trade Forum for Cooperation between East and West China”. The information and materials about 120 enterprises with excellent products and products of key enterprises in Ningbo were investigated and input in Zhejiang Marketing Network.

 

 

VII. Port and Transportation

 

Port production: The cargo handling capacity of Ningbo Port in 2013 was 496 million tons, up by 9.5% compared with that of last year, with a growth of 5.0% higher than that of last year; and the handling capacity of foreign trade goods completed was 276 million tons, up by 12.7%. The rises and falls of three major cargoes: 79.256 million tons for coal, up by 19.5%; 61.229 million tons for crude oil, up by 11.1%; 88.128 million tons for iron ore, up by 7.2%. The container throughput in 2013 has exceeded 16.774 million TEU, up by 7.0%, ranking third among ports in China mainland, and sixth among the worldwide ports. The total container marine lines have totaled 235, where the ocean-going lines were 117, near marine lines were 66, domestic container feeder lines were 20, and domestic trade lines were 32, among which the ocean-going lines accounted for 49.8%. The total container navigation times were 16,143 and monthly average navigation times were about 1,345.3. The marine-railway combined transportation business was developed rapidly and total containers through marine and railway in 2013 amounted to 105,000 TEU, up by 77%.

 

Transportation infrastructure: The investment in the transportation infrastructure in Ningbo was 18.26 billion in 2013. The Chuanshan Port Evacuation Highway has been completed, which can greatly relieve the pressure of evacuation of Beilun Harbor. The national highway and provincial highway promotion projects were constructed further and 18 promotion projects were constructed, with mileage of 164km completed. At the end of 2013, the total mileage of roads has reached 10,900 km, and the highway density was 111 km per 100 km2, equaling the level of that in moderately developed countries. The length of expressway was 495.8 km, first-class road 1058.9 km, secondary 775.3 km, tertiary 1533.1 km, and forth-class 6354.9 km. Four major railway projects were constructed in 2013 and a mileage of 65.5 km was increased. Hangzhou-Ningbo passenger transport lines were put into use and modern railway of south station was officially put into operation. The replacement of north goods ring lines and north station carried forward in 2013 as scheduled. The construction of a internationally-competitive port was accelerated. Construction of seven 10,000-ton berths was completed; the container berth 3-5# water works in Meishan Port were completed and accepted; the oil fuel 300,000-ton oil wharf in Daxie Port passed the acceptance; the container wharf water works and land works in Phase V in Chuanshan Port were completed; Daxie Xinhai oil products storage project of crude oil and fuel oil tank of 600,000 m3 in Phase I was completed and put into operation.

 

Integrated transportation: The social cargo transportation volume in 2013 was 354 million tons, up by 8.6%, where, the water cargo transportation volume was 154 million tons with turnover volume of 190.53 billion tons, increased respectively by 9.4% and 7.7%; and road cargo transportation volume was 178 million tons with turnover volume of 32.55 billion tons, increased respectively by 7.4% and 7.6%; railway transportation volume was 21.682 million tons, up by 13.6%; airport cargo transportation volume was 66,000 tons, up by 7.3%. The total passenger volume was 248 million person-time, down by 11.6%; railway passenger transportation volume was 12.731 million person-time, up by 12.9%; and the passenger transportation volume by civil aviation was 5.459 million person-time, up by 3.7%.

 

 

VIII. Banking, Securities and Insurance

 

Banking: The deposit of domestic and foreign currency in the financial institutions in Ningbo has reached 1.32 trillion at the end of 2013, up by 9.9% compared with that of last year. Among which, the RMB deposit balance of was 1.27 trillion, up by 9.8%; the loan balance of domestic and foreign currency in financial institutional at the end of 2013 was 1.33 trillion, up by 11.3%. The newly-increased deposit balance reached 132.65 billion, up by 4.08 billion. The loan balance of small and micro businesses at the end of the year was 394.17, up by 10.75 billion compared with that of last year. The newly-increased small and micro enterprise loan accounted for 43.3% of the total increased enterprise loan. The non-performing loan ratio in financial institutions in Ningbo at the end of 2013 was 1.58%, up by 0.37% compared with that at the beginning of 2013, indicating that the overall loan risk is controllable. The net profits of financial institutions in 2013 were 24.42 billion, down by 8.4%. The number of financial institutions at the end of 2013 has totaled 63, including 3 policy banks, 5 large-scale banks, 11 joint-stock commercial banks, 12 city commercial banks, 1 postal savings bank, 5 foreign banks, 9 rural cooperative financial institutions, 14 new-type rural financial institutions and 3 non-bank financial institutions.

 

Securities: The total transaction volume of securities in Ningbo in 2013 has reached 2.16 trillion, up by 49.0%, where, the transaction volume of share and funds was 1.37 trillion, up by 39.1%. The settlement amount of securities transaction was 6.62 billion, decreased by 5.1%. The transaction volume of futures agent was 52.974 million and agent transaction amount of 5.35 trillion, increased respectively by 14.1% and 27.4%. The new clients of securities at the end of 2013 were 984,000, up by 5.6%. The new operation offices of futures were 4 within 2013. By the end of 2013, there were 69 securities operation offices, 1 securities investment and consultation company, 1 futures company and 35 futures operation offices. The domestic listing companies in 2013 achieved IPO of 1.86 billion, totaling 42 public companies by far.

 

Insurance: The premium income of insurance industry in Ningbo in 2013 was 18.55 billion, up by 12.6% compared with that of last year. Among the above, 9.68 billion was for property insurance, up by 12.3%; 8.87 billion was for life insurance, up by 13.0%. The accumulative compensation and payment in insurance industry was 10.39 billion, up by 61.7%. Among the above, 8.95 billion was for property insurance, up by 72.5%; and 1.44 billion for life insurance, up by 16.2%. Various risk guarantee of6.59 trillion was provided for 37,000 enterprises, 2.295 million vehicles and 12.109 million people. Annual export risk guarantee of 98.15 billion was provided for 3,361 enterprises in Ningbo. The pilot insurance types of policy-oriented agricultural insurance were increased to 22 and an accumulative risk guarantee of 4.61 billion was provided to 142,000 farmers, with total indemnity of 185 million paid, up by 76.2%.

 

 

IX. Science & Technology, Education and Talents

 

Scientific and technical innovation: the innovation ability is improved significantly. In 2013, 33 provincial science and technology awards in Ningbo were granted, including 15 first prizes and second prices. “HP2-52C full automatic computerized flat knitter” was listed as the national strategic innovation product. The number of patents awarded was 58,000 and the number of patents for innovation awarded was 2246, up by 8.8% compared with that of last year. The 45 R&D centers of provincial high-tech technical enterprises, 13 engineering centers of provincial enterprises and 116 engineering (technical) centers of municipal enterprises were evaluated and identified by Ningbo city. The 42 high-tech enterprises in Ningbo were newly-developed, with 197 high-tech enterprises, 216 municipal science and technology enterprises, 7 provincial innovation and demonstration enterprises and 5 provincial innovation and pilot enterprises being newly identified. The 10 municipal key labs, 32 municipal enterprise research institutes, 11 provincial enterprise research institutes were developed and identified; 74 innovation carriers were introduced and co-constructed and 2 industrial technology innovation unions were constructed. The support effect of agricultural technological innovation was obvious: 12 new agricultural varieties were cultivated and 15 scientific and technological projects in agricultural and social development field were listed as national scientific and technological projects such as “863” plan and science and technology support program. There were 258 technical service enterprises above designed size at the end of 2013, achieving annual turnover revenue of 13.10 billion and total profits of 2.29 billion, increased respectively by 24.3% and 23.5%.

 

Education: There were 2,097 schools at different levels and varieties in Ningbo at the end of 2013, with students enrolled of 1.334 million, among which there were 16 colleges and universities, with students enrolled of 153,000; 81 ordinary high schools, with students enrolled of 97,000; 55 secondary vocational schools, with students enrolled of 78,000; 216 middle schools, with students enrolled of 189,000; 465 primary schools, with students enrolled of 487,000; 1,254 kindergartens, with students enrolled of 276,000. There were 88 new (renovated and expanded) kindergartens listed in Ningbo ten practical projects. Seven counties (cities) such as Haishu County and Jiangdong County  have passed the supervision and inspection of basic balanced development of national compulsory education. There were 105 compulsory education standardized schools increased and the number of compulsory education standardized schools in Ningbo reached 473. The characteristic and diversified development of ordinary high schools was promoted: 19 provincial Grade-1 characteristic model schools in Ningbo and 23 provincial Grade-2 characteristic model schools in Ningbo were declared. The national education international cooperation, communication and comprehensive reform pilot area were constructed; the education cooperation and communication conferences in China, the United States, Ningbo and Auckland have been successfully held and 33 education cooperation agreements were signed. The number of overseas students in Ningbo colleges and universities reached 2500, up by 56% compared with that of last year; “friendly communication between colleges and universities” action plan was implemented and the number of new sister middle and primary schools reached 78.

 

Talent cultivation: The number of talents of different industries was up by 182,000 in 2013, and the total talents in Ningbo at the end of 2013 amounted to 1.483 million, up by 12.2%. There were 20 new experts from national “Program of Overseas Talent Introduction”, 41 new experts from provincial “Program of Overseas Talent Introduction”, 47 talents newly evaluated from “3315 plan”, 21 high-end entrepreneurial innovation teams, 225 overseas engineers introduced and 6 high-end foreign experts. There were 15 new academician research stations, totaling 69 stations; there were 5 national postdoctoral research workstations, with the total number of doctors and post doctors being about 3,800. There were 11 new municipal technicians studios and 3 public practical training bases for high-skilled talents, in which 215,000 talents accepted the skill trainings and 130,000 talents accepted the skill appraisal and 24,000 high-skilled talents were cultivated, with the total number of high-skill talents reaching 234,000.

 

 

X. Culture, Health and Sports

 

Cultural construction: In 2013, 11 counties (cities) in Ningbo successfully established Zhejiang advanced cultural counties (cities) and Yinzhou District and Cixi City separately established the national public cultural service system demonstration zone and Zhejiang public cultural service system demonstration zone. The activity of “introduction of 10,000 movies and 1,000 dramas into country” was carried out in a deep-going way, with more than 30,000 rural movies played and more than 6000 dramas performed. The innovative “natural stage” was launched for 60 cultural activities such as four major “performance seasons”, with the total number of actors reaching more than 8000 and the number of audiences reaching about 500,000. Ningbo digital library project was constructed in a deep-going way and more than 1.76 million references and literatures were displayed and more than 15 million literatures were downloaded. There were 512 lectures held in Ningbo Cultural Lecture Hall, with the audience of more than 100,000 attended, thus making the Hall become the most popular public cultural service platform in Ningbo. The large-scale original opera “Hongbang Tailor” was performed in National Grand Theatre and was listed as one of the performances in “2013 Excellent Performances of National Arts Group”; seven works such as “Green Bamboo” and “Story of Army Service Station” were awarded “the National 16th Galaxy Award”, accounting for half of the total awarded works in Zhejiang, hitting a historical high. The cultural facilities were under stable construction and the domestic first large-scale knowledge imparting-oriented entertainment complex-Ningbo Cultural Plaza was officially opened. The cultural industry is under rapid development. There were 9 enterprises and 2 projects in Ningbo were shortlisted as 2013-2014 national key cultural export enterprises and key projects and 4 enterprises were identified as national animation enterprises and animation protection brands; “Yong Effendi” was awarded the 2013 national animation brand. In 2013, nine national protection units such as Tashan Historic Site were newly identified and the number of national protection units was increased to 31, ranking the second place in Zhejiang Province and ranking the first place in municipalities within independent planning status.

 

Medical and health services: The medical treatment and public health conditions of urban and rural residents have been further improved. At the end of 2013, Ningbo owned 29,000 hospital beds, 62,000 health workers and 52,000 health workers, including 20,000 medical practitioners (assistants included) and 20,000 registered nurses. According to the statistics of registered population, the number of hospital beds, health workers, medical practitioners (assistants included) and registered nurses per thousand people reached 5.0, 9.0, 3.4 and 3.4 respectively. The northern project of Ningbo Women’s & Children’s Hospital was completed, and the infrastructures construction project such as the eastern project of Lihuili Hospital and original medical building reconstruction and expansion of Ningbo First People’s Hospital were under smooth construction. By the end of 2013, there have been 152 community health service centers (health center) in total, 133 of which satisfied the provincial level, at a rate of 87.5%, ranking the first in Zhejiang Province. In addition, 28 demonstration community health service centers at provincial level have been established, 6 of which meet national standard. New rural co-operative medical system was further consolidated, benefiting 2.657 million people, accounting for 98.3% of the rural population. Per capita funding level has increased from 565 of last year to 590 in 2013. The total reported morbidity of Class A and B infectious diseases was 184.14/100,000; the vaccine inoculation rate of children at school age was 98.4%. The immunoprophylaxis service quality stood out around the whole province. The work of blood donation without payment was under steady development with 71,000 person-time donation around the year, maintaining our target that all blood for clinical use was from voluntary blood donation.

 

Sports: The public sports service was effectively improved and the rate of free and regular opening of municipal venues reached 100%. About 98% of the sports facilities of public middle and primary schools in the urban areas were open to citizens; more than 173 stadiums were constructed and 530 sets of fitness paths were updated; the owning rate of administrative sports fitness paths reached 100%. Jiangdong District successfully established a powerful sports area in Zhejiang Province. Ninghai County and Xiangshan County successfully passed the re-evaluation of excellence counties. The mass sports were abundant and colorful; with various forms of national fitness lecture halls established, the citizens were instructed to do exercises in a scientific manner. New Year 10,000 Long-distance Run was held in East New City for the first time. In the 12th National Games, 90 Ningbo-born athletes reached the final and won 6 gold medals, 8 silver medals and 13 bronze medals, 1 of which broke the Asian record once and 2 of which broke the national records for twice. The number of athletes, gold medals and other medals hit a historical high since Ningbo City jointed the National Games, with a large number of excellent young sports talents developed and “provincial and municipal sports teams” made rich achievements. In 2013, Ningbo athletes won the third price of two world-class competitions, the first price of three Asian competitions, second price of one Asian competition and 29 gold medals, 24 silver medals and 26 bronze medals in national games. The sports undertakings and sport industry were under harmonious development. We have held 50 games of national level or above; Yinzhou District and Beilun District were awarded the national best competition area and national excellent competition area respectively by State General Administration of Sports; and the sales of sports lottery tickets have witnessed a new breakthrough, reaching 1.56 billion and becoming a historically high.

 

 

XI. Population, Livelihood, Social Insurance and Social Organization

 

Population increase: The registered population in Ningbo was 5.801 million in 2013, up by 24,000, including 2.276 million urban population. The birth rate and death rate were 8.52 and 6.13 respectively. The proportion of planned birth was 95.9% and comprehensive contraception rate of married women of reproductive age was 89.1%, with moderately low birth rate remaining stable. The integrated management of family planning of floating population was further enhanced, with the controlled information rate of floating reproductive aged women being 97.5%.

 

Resident income: The disposable income per urban resident was 41,729 in 2013, up by 10.1% (actual growth of 7.7% if the price element counted); the net income per rural resident was 20,534, up by 11.1% (actual growth of 8.8% if the price element counted). From the perspective of income source, wage remained the decisive element for the income increase of residents, which contributed to the income increase for urban and rural residents at 76.7% and 75.8% respectively. The ratio of income of urban and rural residents was reduced from 2.05:1 in 2012 to 2.03:1 in 2013, which was remarkably lower than the national average level (3.03:1). In 2013, the per capita consumption expenditure of urban residents was 24,685, up by 6.0% compared with that of last year; the per capita consumption expenditure of rural residents was 13,915, up by 9.6%.

 

Social security system: At the end of 2013, the number of people purchasing basic retirement insurance in enterprises, basic medical insurance of employees, unemployment insurance, work-related injury insurance and maternity insurance was 5.089 million, 3.463 million, 2.317 million, 2.834 million and 2.455 million respectively, with a net increase of 346,000 people, 197,000 people, 155,000 people, 132,000 people and 124,000 people respectively compared with that of last year. The number of card holders reached more than 3.30 million. By the end of 2013, the number of migrant workers purchasing five social insurances has reached 2.13 million and the net increased number of people purchasing such insurances during the whole year has been 336,000. At the end of 2013, the number of people purchasing retirement insurance for land-deprived persons was 512,000, with the proportion of key objects of 88.9%. At the end of 2013, the number of people purchasing urban and rural resident endowment insurance was 1.329 million. The social security benefits were gradually improved and the per capita pension of enterprise retirees was 2083/month, with an increase of 148/month; the distribution standard of unemployment insurance benefits was increased to 1103/month, with an increase of 55/month; and the ratio for reimbursement of hospitalization expenses and special disease expenses within the policy area of urban employees and residents has risen to 86.8% and 72.3% respectively.

 

People’s livelihood security: In 2013, the minimum living standard of urban and rural residents in Ningbo was increased from 525/month to 588/month. At the end of 2013, the total number of people receiving basic cost of living allowances was 55,000 and the actual cost of minimum living allowances reached 230 million. The medical assistance system was further improved, with the number of people in illness and difficulties in living of 184,000 and the expenditure of medical assistance funds of 150 million. The linkage mechanism of basic living price subsidies of people in straitened circumstances was implemented and a total amount of funds of 9.803 million was spent. Social endowment coverage was effectively expanded and 82 private retirement organizations were established in Ningbo, with the number of beds for the aged of 26,382; 183 home-based care services stations were newly established or expanded in 2013 and the home-based care service covered more than 90% of the urban communities and more than 50% of the administrative villages. In 2013, the number of students accepting hardship-aid policies was 906,000, with the accumulative aid funds reaching 800 million.

 

Government-subsidized housing project: In 2013, the area and number of government-subsidized housing projects newly constructed in the city was 1.6 millionm2 and 18,301 sets. The number of completed government-subsidized housing projects was 1.34 millionm2 and 17,427 sets. The number of people solved the living problems was 14,069 and tasks specified by provincial government have been outperformed The public rental housing communities such as Hongtang and Tangyayuan were constructed and put into operation as scheduled and the rental services were successfully completed.

 

Charity: In 2013, city and county level charitable organizations have raised a donation of 550 million, up by 24.4% compared with that of last year and paid 43,000 for aid work, up by 18.1%. The number of people in straitened circumstances and receiving help from such charitable organizations was 438,000. By the end of 2013, the accumulated funds raised by charitable organizations in the city have reached 3.99 billion and accumulated funds paid for aid work have been 2.76 billion. The number of people in straitened circumstances and receiving help from such charitable organizations was 2.143 million. Over 1,854 various voluntary service activities have been conducted and more than 23,341 volunteers have participated in providing the service all the year around. The accumulated service time was 60,035.5 hours.

 

Social organization: By the end of 2013, there were 6 districts, 2 counties, 3 county-level cities, 77 towns, 11 villages, 64 sub-district offices, 663 neighborhood committees and 2,556 villages committees in the whole city.

 

 

XII. Ecological Construction and Social Safety

 

Ecological construction: Special environmental rectification has proved highly successful. In 2013, the construction of “no burning zone” that is 540 km2 away from the ring expressway in central urban area was completed, with the accumulative sets of obsolete and transformed coal-fired boilers reaching 1,139; prevention and control of motor vehicle exhaust was implemented to limit the transportation of high-pollution vehicles and the elimination policy of yellow label car was issued; environmental improvement was continuously carried out in a deep-going way in top 10 heavy pollution industries such as electroplating, printing and dyeing, chemical engineering and paper making and a total amount of 46 million special funds were invested in municipal environmental protection projects; 830 unqualified enterprises were closed; special treatment of drinking water source protection areas was conducted and 38 polluting enterprises within the protection areas were listed for supervision. Ten sets of units such as Beilun Power Plant, Ninghai Guohua Power Plant and Xiangshan Datang Wushashan Power Plant with 7.2 million kilowatts of desulfurization facilities, open circuits and bypasses and 8 sets of 3.5 million kilowatts denitrification construction and cement industry denitrification projects were completed; Ningbo key pollution source card swiping and sewage system was constructed and control management of total quantity of pollutants was implemented in order to ensure stable and standard operation of emission reduction facilities. Environmental law enforcement and supervision were strengthened continuously and nearly 50,482 law enforcement officers were deployed to inspect more than 27,642 companies. A total number of 1245 illegal cases were filed, with the amount of 57.53 million penalties reached. Monitoring and control capabilities were improved continuously; monitoring equipment of 10 provincial-controlled atmospheric automatic stations was upgraded and reconstructed, Ningbo monitoring network of atmospheric combined pollution was constructed to ensure timely release of air quality and heavy pollution weather warning information to the public. Various eco-environment protection activities were carried out continuously; Beilun District passed site assessment of provincial ecological zone, while Ninghai County and Xiangshan County passed national ecological county acceptance respectively.

 

 “Peaceful Ningbo” construction: In 2013, there were 2,866 work safety accidents occurred in Ningbo, which resulted in 745 deaths, 2,855 injuries and direct economic losses of 30.079 million. Such figures have dropped by 9.4%, 3.1%, 9.1% and 9.8% respectively when compared with those of last year. The four indicators of safety production have been lowered in the 9th consecutive year when compared with that of last year. The inspection of food and drugs was enhanced. In 2013, 47,870 batches of food have been subject to quantitative inspection and 2,515 batches of drugs have been subject to supervision and casual inspection, accounting for 110.3% and 100.6% of the total task load of the whole year respectively; among which, 188 batches were inspected to be unqualified and positive rate was 7.5%; the monitoring of adverse drug reaction and medical device administration events was enhanced. A total number of 8124 cases of adverse drug reaction were reported, among which the number of new and serious adverse drug reaction accounted for 46.7%. In 2013, a total number of 141,000 law enforcement officers attended the enforcement actions and inspected 76,000 food and drugs units; 1,532 cases about medical instrument and catering were put on record. Among these cases, 1419 cases were settled. The fine and confiscated amount was 16.273 million while the value for confiscated articles totaled 1.614 million, and 23 cases were handed over to public security organ. Establishment of stable and harmonious labor relationship was enhanced and the rate of signed enterprise labor contracts and rate of signed collective labor contracts of established unions and enterprises reached 97% and 92% respectively; prevention and treatment of back-salary mechanism was established, based which a total amount of 180 million unpaid salary was recovered for 24,000 employees; the labor dispute processing efficiency was improved and 31,000 cases of labor disputes were accepted, with the settlement rate of arbitration and mediation being 93% and 73.6% respectively. In 2013, 35,189 letters and visits of the masses had been accepted, down by 3.6% and 1327 times (17,953 people) of collective appeals from the masses had been received, down by 7.2% and 7.4% respectively. People’s compromise organizations have mediated 118,000 civil disputes during the whole year. Among these disputes, 116,000 disputes have been successfully settled through mediation with success rate of 98.4%. The 34 suicides committed by 34 people because of civil disputes have been prevented; 155 civil disputes involving 504 people have been prevented from developing into criminal cases.
