Statistics of Ningbo On The 2010 Nationa Economic and Social Development

2010 is a year facing extremely complicated and challenged situation, while a year that Ningbo economy breaks away from influences from crisis and rapidly grows. In this year, the whole city thoroughly studied practicing scientific approach to the economic and social development, actively implemented “Five Constructions” of metropolis, large platforms, large industries, large projects and large enterprises, and fully developed “Reform and Break” and “Innovation and Promotion”. The development of economic society kept a favourable rate, transformation was moving rapidly, inner drive and energy were further strengthened, people’s well-being was improved continuously, and energy conservation achieved good results. The expected goals at the beginning of the year had been basically achieved, and the main mission of the 11st five-year plan of the development of economic society had been completed.


I.          Comprehensive Summary

National economy operated well. According to preliminary statistics, in the year 2010, the GDP amounted to 512,582 million yuan, up by 12.4 percent over the previous year, computed by comparable price; up by 3.5 percentage point compared with the same period of last year. The value added of the primary industry was 21,843 million yuan, up by 3.7 percent. The value added of the secondary industry was 284,823 million yuan, up by 13.6 percent. The industrial value added was 256.96 billion yuan, increasing by 14.8 percent. The value added of the tertiary industry was 205,916 million yuan, up by 11.6 percent. The proportion of three industries was 4.2:55.6:40.2. Per capita gross municipal product reached 68,162 yuan (converted 10,068 US dollars according to the average annual exchange rate).


Financial income and expenditure increased rapidly. The general budget income of the finance realized 117.17 billion yuan, increased by 21.3 percent over the previous year. Of this total, 64.08 billion yuan was central fiscal revenues increased by 20.1 percent; 53.09 billion yuan was local fiscal revenues increased by 22.7 percent. The fiscal budgeted expenditure of local government was 60.07 billion yuan, up by 18.7 percent. Among which, environmental protection, social securities and employment, education, science and technology, medical and sanitary, and agriculture, forestry and fishery were 242.1 percent, 20.8 percent, 15.8 percent, 30.5 percent, 19.6 percent and 21.1 percent increased respectively.


The trend of employment and re-employment was favourable. The positions newly increased were 142,000. 62,000 unemployed workers obtained employment again, including 19,000 people for whom it was difficult to get a job. Human resources market provided 231,000 occupations, up by 50.3 percent over the previous year. 19,000 people participated in high skilled talents training and 25,000 people participated in SYB (Start Your Business) training, up by 64.0 percent and 24.2 percent respectively. The urban registered unemployment rate was 3.03 percent by the end of this year, declined by 0.13 percentage point.


Price Index tended to climb up. The consuming price index (CPI) in urban areas of the year was 103.7 percent. The prices of eight general categories presented “Five Rises One Even and Two Falls”, and the price index of food was 107.9 amid these eight categories. The price index for raw materials, fuels and power was 113.1 percent, and for manufactured goods was 108.9 percent. The selling price for urban houses was 105.7 percent, of which, that for new residential buildings was 109.2 percent.


II. Agriculture and Rural Areas

Agriculture developed steadily. The gross output value of agriculture, forestry, animal husbandry and fishery was 33.90 billion yuan, 3.6 percent higher than last year. Of this total, agriculture was 16.38 billion yuan, up by 1.9 percent; forestry was 930 million yuan, up by 1.2 percent; animal husbandry was 5.39 billion yuan, up by 4.9 percent; fishery was 10.71 billion yuan, up by 5.9 percent; the output value of service was 490 million yuan, up by 5.5 percent. The sown areas of grains reached 151,000 hectares, increasing by 2.0 percent. The output of grains reached 870,000 tons, up by 0.9 percent.


The construction of new countryside was propelled sturdily. “Two Reforms” of rural housing expanded and sped up. The total investment of this year in “Two Reforms” reached 10.11 billion yuan. 73,000 households were under construction, and 52,000 households were completed, covering 7,153,000 square meters of rural houses. Villages’ improvement construction developed deeply. The construction funds invested in villages’ improvement construction totalled 0.89 billion yuan. 58 overall well-off demonstration villages and 269 environmental restoration qualified villages were newly increased, totalling 384 and 2,411 respectively. There were 7 rural residential districts where village construction was promoted integratedly. The improvement construction in administrative villages was basically completed. Trainings for farmers made a notable improvement. 125,000 labour forces participated in kinds of trainings, of which, transferred employment labour forces were 23,000 and the transferred employment rate reached 78.8 percent. 245 elite farmers trained in universities or Academy of Agricultural Sciences. Leisure agriculture developed rapidly. 9,056,000 tourists were received by farmhouses, with 0.80 billion yuan revenue. The number of tourist and the amount of revenue increased by 39.8 percent and by 40.4 percent separately. There were 4 newly added municipal farmhouse tourism special villages, totalling 30; 15 newly added farmhouse tourism demonstration centres, totalling 63.


III. Industry and Construction

Industrial production and sale both increased. The gross output value of the industrial sector was 1,317.12 billion yuan, an increase of 32.5 percent as compared with the previous year. The output value of industries above the designated size was 1,086.75 billion yuan, an increase of 35.4 percent over the previous year. Sales volumes were 1,056.54, an increase of 34.7 percent over the previous year. Production and sales rate of industrial products was 97.2 percent. The delivery value of exports was 278.01 billion yuan, up by 27.7 percent. The profits and the total amount of tax and profits of industrial enterprises above the designated size were 65.42 billion yuan and 114.79 billion yuan, up by 43.5 percent and 35.1 percent respectively. The composite index of industrial economic benefits scored 253.9, 31.9 marks higher than last year.


The progress of construction industry sped up. The gross output value of the construction industry was 142.51 billion yuan, 32.2 percent more than last year. Of this total, state-owned and state-controlled enterprises realized 14.51 billion yuan, up by 22.8 percent. The construction area was 145,666,000 square meters and the completed area was 45,507,000 square meters. The personnel work productivity of construction enterprises calculated by gross output value was 196,000 yuan per capita, which went up by 7.1 percent.


IV. Investment in Fixed Assets, and Urban and Rural Areas Construction

Investment on fixed assets increased steadily. The whole society investment in fixed assets was 220.65 billion yuan, 10.1 percent more than last year. Of which, investment on infrastructure realized 63.46 billion yuan, 0.2 percent more than last year. The investment in the industry was 68.53 billion yuan which down by 10.9 percent. The investment in real estate was 55.73 billion yuan, grew by 48.8 percent over the previous year. The sales area of commercial building was 6,862,000 square meters up by 15.8 percent. Sales amounted to 77.38 billion yuan, grew by 5.6 percent. The area available for sale was 1,422,000 square meters, down by 1.7 percent.


Infrastructure construction achieved new progress. The total investment in infrastructure construction amounted to 14.5 billion yuan. Qinglin Wan Bridge, Waitan Bridge, north part of Jichang Road, Jingjia Road in Jiangdong district which were all included in Project “Five Roads and Four Bridges” had been open to traffic. 90.0 percent of Mingzhou Bridge had been completed. Six connected overpasses had been all completed. Eastern Outside Ring Road had passed the primary acceptance check. East part of Southern Outside Ring Road and west part elevated road of Tongtu Road had been basically completed. Jiangnan Sewage Treatment Factory had been constructed. Important water supply projects continued being propelled. Phase II of Maojia Ping water plant went into operation successively this year. The water supply capacity achieved 500,000 tons per day. The main tunnel of diversion projects of Baixi reservoir and Sanxi Pu reservoir had been fully connected. City environment was improved step by step. 8 garbage transfer stations were newly constructed and 6 were re-constructed; 15 public toilets were newly built and 75 were re-built. The amount of living garbage was 1.27 million tons, and the rate of living garbage harmless disposal reached 98.7 percent. Inland rivers recovery was strengthened, of which 102 rivers had been recovered and 3 water passage connection projects had been implemented. 107 kilometres had been recovered. Conservation-oriented virescence was promoted actively. 187,000 square metres vacant land, 14,000 square metres roof and 46,000 square metres were planted.


V. Domestic trade, Tourism and Exhibition

Sales of consumer goods in domestic market continued increasing. Total volume of goods sales was 750.66 billion yuan, up by 32.2 percent over the the previous year. Total volume of retail sales was 170.45 billion yuan in the whole year, up by 19.2 percent. Among this total volume, rural consumer market occupied 18.95 billion yuan, up by 16.8 percent; wholesale sales were 8.58 billion yuan, up by 16.9 percent; retail sales were 146.04 billion yuan, up by 19.9 percent; hotels and catering industries achieved 15.83 billion yuan revenue, up by 14.8 percent. Of wholesale and retail above the designated size, the sales of automotive goods was up by 42.3 percent, gold, silver and jewellery up by 47.8 percent, fossil oil and related products up by 33.4 percent, clothing up by 32.7 percent, common products up by 28.8 percent, and household appliances and audio and video equipment up by 26.7 percent.


Tourism experienced fast growth. Tourism income totalled 65.08 billion yuan, up by 22.7 percent. The city received 952,000 entry tourists, up by 18.9 percent; tourism earned 590 million US dollars, 21.4 percent more than last year. The city received 46.24 million domestic tourists, up by 16.7 percent; domestic tourist earnings were 61.07 billion yuan, 22.8 percent more than last year. Up to this year end, there were 198 star hotels where 14 five star hotels, and 21 tourist spots above AAAA where 1 AAAAA.


Exhibition level achieved a considerable development. 486 conferences and exhibitions were held, up by 32.4 percent. Of this total, there were 216 exhibitions which grew by 21.3 percent over the previous year. Exhibitive areas reached 2.03 million square meters, up by 14.0 percent; 162 conferences (forums) and 108 special festival activities were held, up by 54.3 percent and 28.6 percent.


VI. External Economy, Cooperation and Communication

Import and export increased significantly. The total volume of automatic registration of import and export trading was 82.90 billion US dollars, 36.3 percent more than last year. Of which, exports were 51.97 billion US dollars, up by 34.5 percent; imports were 30.93 billion US dollars, up by 39.6 percent. The annual total volume of imports and exports was 161.34 billion US dollars, 38.0 percent more than last year. 2,487 registered foreign trade enterprises were newly added, amounted to 15,367. The exported mechanical and electrical products and new and high technological products increased by 38.4 percent and 26.3 percent; the imported mechanical and electrical products and new and high technological products increased both by 29.7 percent. In terms of processing trades, the volume of imports and exports was17.59 billion US dollars, up by 25.9 percent. General trades of that is 60.20 billion US dollars, up by 36.2 percent.


Foreign investment sped up. Contracted foreign capital was 4.05 billion US dollars and actually utilized foreign capital was 2.32 billion US dollars, up by 18.2 percent and up by 5.3 percent respectively. 267 tertiary industry projects were approved newly; 0.7 billion US dollars actual foreign capital was utilized, which were 14.1 percent higher than last year. The actual utilized foreign capital of real estate was 410 million US dollars, up by 53.3 percent.


Foreign economic and technical cooperation developed steadily. The turnover of foreign undertaking contract projects and labour service cooperation was 1.0 billion US dollars, up by 13.2 percent. The turnover of overseas projects was 970 million US dollars, up by 14.7 percent. There were 175 foreign investment enterprises and institutions newly sanctioned in the year, total investment amounted to 780 million US dollars where 520 million was from Chinese investment, up by 31.7 percent.


Services outsourcing industry developed rapidly. The total amount of services outsourcing realized 6.54 billion yuan, including 270 million US dollars offshore business, up by 40.6 percent and 66.4 percent respectively. There were 521 services outsourcing enterprises, involving 23,000 workers.


Internal cooperation was propelled smoothly. 23.83 billion yuan domestic investment was realized, covering 235 key institutions and 121 high quality projects. 70 collaborative projects between mountainous areas and seaside with 1.0 billion yuan total investment were newly added. The goal of five years plan was accomplished in advance, on investing 10 billion yuan in Quzhou. 79 projects about integrating Shanghai and Changjiang Delta cooperation totalled 5.16 billion yuan. 5 collaboration projects between cities totalled 830 million yuan. Series of Ningbo Week activities were successfully organized in Chengdu and Wuhan. Enterprises were organized to participate in the 14th Investment & Trade Forum for Cooperation between East & West China, the 20th Harbin International Economic and Trade Fair, the 11th Western China International Economy & Trade Fair, the 176th Zhengzhou Nation Expo and Consumable Fair and the like.


VII. Harbour and Transportation

The development of port transportation achieved breakthrough. The port handled 410 million tons of cargo in the whole year, exceeding 400 million for the first time, up by 7.4 percent over the previous year. Of which, the handling capacity of foreign trade cargo reached 200 million tons, grew by 11.5 percent. The container loading and unloading capacity reached 13,004,000 TEUs, down by 24.8 percent. The increase ranked the first amongst 8 main domestic harbours and 30 global harbours. The container loading and unloading capacity ranked third for the first time, and was top 6 of global harbours. 12 container lines were newly opened, totalling 228 lines. Of this total, 122 were major marines, 54 near-sea shipping lines, 20 internal branch lines, 32 internal trade lines. Monthly average sailings were 1,153, and the most sailings per month were 1,338.


The construction of transportation infrastructure continued being propelled. Total investment in transportation infrastructure reached 19.26 billion yuan, up by 9.6 percent. East part from Yanjia Bridge to Linjiang of ring expressway and Zhoushan Bridge Project Ningbo part were open to traffic. The construction of Xiangshan Harbour Bridge and its connectors and Chuanshan Shu Port Expressway was propelled rapidly. There were 10,198 kilometres highways, and density of highway network reached 103.9 kilometres per one hundred square kilometres. Of which, 314.4 kilometres highways and 321.0 kilometres re-constructed rural networking highways were new added. Ningbo part of Hang-Yong special line had been generally completed, and Zhuqiao Station and Yuci Station had started construction. East Railway Station had been put into use. North Station and north ring road had constructed in full scale. Xiao-Yong Railway was nearing off stage. 1# and 2# berths of Meishan Tariff-Free Port had been completed and turned into the pilot-production phase. 6 berths in operation, 30.08 million tons cargo handling capacity and 1.55 million TEUs container handling capacity were newly added.


The transportation capacity of the whole society grew stably. The total volume of cargo transported was 300 million tons and the volume of cargo circulated was 157.53 billion ton-kilometres, up by 10.0 percent and 27.6 percent respectively. The volume of cargo transported by water reached 120 million tons and the volume of cargo circulated was 132.88 billion ton-kilometres, up by 11.0 percent and 20.8 percent respectively. The volume of cargo transported on the railways reached 20,599,000 tons, up by 20.8 percent. The annual throughput of cargo and mail of aviation was 81,000 tons, up by 18.2 percent. The volume of cargo circulated on the highways was 24.65 billion ton-kilometres, up by 25.5 percent. The total volume of passenger transportation was 340 million people, and passenger circulation was 13.62 billion person-kilometres, up by 3.0 percent and 9.4 percent respectively. The annual throughput of passenger of civil aviation was 4,517,000 people, up by 12.1 percent.


VIII. Banking, Securities and Insurance

The finance ran in a steady speed. The RMB and foreign currencies balance of deposits of financial institutions amounted to 975.55 billion yuan by the end of the year, 18.4 percent higher than last year. Among them, the RMB balance of deposits was 955.20 billion yuan, up by 18.2 percent. The RMB and foreign currencies balance of loans of financial institutions amounted to 941.42 billion yuan, up by 22.0 percent. Among them, the RMB balance of loans was 900.06 billion yuan, up by 21.2 percent. The total profit after tax from banking institutions was 19.71 billion yuan, up by 46.0 percent. The non-performing loans (NPLs) rate was 0.92 percent, down by 0.36 percentage point over the beginning of the year. There were 49 banking institutions in total, including 5 were newly added.


The securities market kept stable. Transaction value of securities trading institutions totalled 1841.73 billion yuan, increasing by 0.1 percent. Of this total, transaction value of stocks and funds was 1784.84 billion yuan, increasing by 5.6 percent; for warrants was 51.61 billion yuan, declining by 63.9 percent. The balance of securities clients’ trading settlement funds was 15.39 billion yuan, increasing by 8.1 percent. Futures brokerage transactions were 36,713,000 (up by 91.4 percent), with the turnover of 3,937.22 billion yuan (up by 42.0 percent). New securities investor accounts numbered 820,000 by the end of the year, up by 10.7 percent. In total, there were 2 branches of securities firms, 57 securities branches, 1 securities investment consulting company, 1 futures company and 19 futures branches, including 2 new branches of securities firms, 7 securities branches, and 6 futures branches.


The insurance developed rapidly. The insurance income was 14.41 billion yuan, 34.1 percent more than last year. Among them, the property insurance income was 6.83 billion yuan, up by 29.2 percent; the personal insurance gained 7.58 billion yuan, up by 38.8 percent. The payment of all kinds of insurance and indemnity was 3.81 billion yuan, 5.1 percent less than last year. Of which, the payment of property insurance was 2.82 billion yuan, 7.9 percent more than last year; and the payment of personal insurance was 0.99 billion yuan, 2.0 percent less than last year. 30,000 enterprises, 57,000 households and 1,809,000 people were offered by risk protection. 51.04 billion yuan were provided to 807 enterprises as risk protection in this year, up by 76.6 percent. Experimental kinds of policy agricultural insurance were expanded to 17. In all, 5.33 billion yuan as risk protection were provided to 196,000 leading enterprises and households, 91,580,000 yuan as payment were provided to almost 14,000 agricultural leading enterprises and households.


IX. Science and Technology, Education and Competent Personnel

The ability of technology innovation continued to be improved. There were 1 newly-increased national level, 8 provincial-level, 78 municipal enterprise engineering and technology centres, 32 provincial-level R&D centres of high-tech enterprises, 51 new high-tech enterprises, 58 municipal science-oriented enterprises, 22 municipal innovation-oriented pilot enterprises, 1 national-level innovation-oriented pilot enterprises, 2 provincial-level innovation-oriented demonstration enterprises, and 6 provincial-level innovation-oriented pilot enterprises. 3 municipal key laboratories, 1 provincial cooperative laboratory, 6 scientific innovation public service platforms were newly increased; 1 municipal industrial technology and innovation alliance and 1 provincial-level industrial technology and innovation alliance were newly increased. Ningbo received 2 second prizes of State Technological Progress Award and 24 technological progress awards at provincial level, including 1 first prize. There were 26,407 applications for patents and 25,971 were authorized, increasing by 16.4 percent and 64.2 percent. Of this total, there were 1,209 were authorized for patents for invention, increasing by 50.8 percent. 18 agricultural innovation oriented enterprises, 15 new spark demonstration bases, and 11 agricultural scientific and technological demonstration villages and towns were newly added. Up to this year end, there were 662 new high-tech enterprises, 200 municipal science-oriented enterprises, 500 municipal enterprise engineering and technology centres, 143 provincial-level R&D centres of high-tech enterprises, 7 national-level enterprises technology centres, 13 national-level innovation-oriented pilot enterprises and innovation-oriented enterprises, 33 provincial-level innovation-oriented pilot enterprises and innovation-oriented enterprises, 93 municipal innovation-oriented enterprises. Totally, there were 50 key laboratories above municipal (4 provincial cooperative laboratories and 6 provincial key laboratories), 34 scientific innovation public service platforms, 16 municipal science and technology enterprises incubators (6 national-level science and technology enterprises incubators), 7 industrial technology and innovation alliances, 41 agricultural innovation oriented enterprises, 22 rural scientific service institutions, 69 spark demonstration bases and 43 new rural scientific demonstration villages.


Education undertakings gained new achievements. The total number of full-time privately-run primary and secondary schools (kindergartens) was 2,174 with 1,414,000 students and 94,000 staff. There were 15 general universities/colleges and adult colleges, 190,000 students (including 50,000 students in adult colleges) studying in schooling of higher learning. The gross entrance rate of higher education was 50.0 percent. Over 80,000 students were at 56 secondary vocational schools (except technical schools). 325,000 students were at 301 middle schools. 99.0 percent of junior middle school graduates entered senior middle schools. There were 513 primary schools with 462,000 students, 1,180 kindergartens with 258,000 students and 6 special education schools with 763 students.


Construction of competent personnel continued progressing. Newly increased various types of competent personnel reached over 118,000; newly increased post-doctoral workstation was 16 with 38 post doctors brought in. By the end of the year, competence personnel totalled more than 903,000, up by 15.1 percent. Of this total, 595,000 technical professionals, up by 12.3 percent; 32,000 personnel with senior technical titles, up by 16.2 percent; 1,846 doctors and post doctors, 19,045 masters and 2,501 various types of professionals (including 30 academicians flexibly brought in; 268 enjoying special allowances of the State Council and the government; 218 experts making outstanding contribution to the country, province and city; 2,296 experts with senior technical titles).


X. Culture, Public Health and Sports

The policy of culture that benefits people was effective. Over 300 various kinds of elegant art performance were held in main municipal theatres. Important lecture brand “Tianyi Lecture” was multimedia synchronized on Ningbo TV and China Ningbo.com. TV drama “The Howling North Wind” was rewarded the Outstanding Drama Series of the 25th China Goldenealge TV Art Festival, three works including “Ai Ge Lun Dun Yo” and cultural project that benefits people “Play Every day” was rewarded the 15th National Galaxy Award; customs drama “Ten Miles of Makeup-A Girl’s Dream” was rewarded the top award—Special Award of the 11st Provincial Drama Festival. The 2nd China Shaoxing Opera Art Festival, “Sea Silk Road” Cultural Festival 2010, the 3rd Ningbo Farmer (Migrant Workers) Film Festival and Ningbo films centennial celebrations, the series of activities of the 5th Cultural Heritage Day, the series of activities of “Our Festival”, the 3rd Siming Reading Books Theme and the 6th Adolescents Reading Books Festival were held successfully. 200 municipal cultural palaces were newly built, with covering rate 70 percent. All broadcasts and TV programs had over 3 programs for farmers. “Thousands of Movies and Dramas to Countries” activity held 24,672 movies and more than 2,400 dramas.


Public health development accelerated. At the end of the year all types of health-care institutions had a total of 26,000 hospital beds, 50,000 professional health workers and 43,000 medical and health personnel. Of this total, practicing physicians (including assistants) were 17,000, and registered nurses were 15,000. There were 147 community health-care service centres and 1,181 community health-care service stations. The health-care service coverage rate of urban districts was 100 percent, and that of rural areas was above 95 percent. Medical institutions provided free HIV inspection before obstetrics and gynecology surgeries and surgeries. The mortality rate of pregnant women was 5.02 per 100,000 of the permanent population of Ningbo; the mortality rate of infants was 3.79 out of a thousand, and the mortality rate of children under 5 years of age was 5.02 out of a thousand, both were the record lows. Ningbo was honoured as “2008-2009 Volunteer Blood Donation Model City”.


The sport undertaking developed fully. The city held 35 above national-level events and activities in 2010, received sport teams (over 20,000 people) from near 50 countries and over 20 provinces and cities. Teams were formed to participate in the National Athletic Games, winning 5 gold medals, 12 silver medals and 11 bronze medals, recording the best performance throughout the history. Teams were formed to participate in Provincial Athletic Games, winning 143.5 gold medals, 120.5 silver medals and 122 bronze medals. The total score was 4,421.2, ranking the No. 2 in the whole province. 230 community health-building outlets were renewed, and over 400 rural health-building outlets were newly added, totalling over 670 outlets were new. 389 various courts were constructed. There were over 6,000 community health-building outlets and rural health-building outlets and 3,200 various courts in total. 96.5 percent sports equipment in public primary and middle schools was open to citizens. Sports facilities fully covered in rural administrative villages and health-building outlets also almost covered in administrative villages. The revenues of sports lotteries were 930 million yuan.


XI. Population, Living Conditions, Social Security and Social Organizations

Population got a proper growth rate. The population through household register was 5,741,000 including 2,233,000 people in urban areas, up by 5.36 per thousand. The year 2010 saw a crude birth rate of 8.53 per thousand and a crude death rate of 6.19 per thousand. The natural growth rate was 2.34 per thousand.


The income differences between urban and rural residents narrowed gradually. The per-capita disposable income of urban residents and the per-capita net income of rural people was 30,166 yuan and 14,261 yuan respectively, up by 10.2 percent and 12.8 accordingly. The income difference between urban and rural residents dropped from 2.165: 1 last year to 2.115: 1. The disposable income difference between the top 20 percent urban residents and the lowest 20 percent rural residents dropped from 6.16:1 to 5.71:1. The net income difference between the top 20 percent rural residents and the lowest 20 percent rural residents dropped from 4.70:1 to 4.34:1. The annual per capita living expenses of urban residents reached 19,420 yuan, up by 6.7 percent over the previous year. The Engel coefficient of urban residents was 35.5 percent, up by 0.1 percentage points. The annual per capita living expenses of rural residents reached 9,794 yuan, up by 0.1 percent over the previous year. The Engel coefficient of rural residents was 41.3 percent, down by 2.6 percentage points.


Efforts devoted in social securities strengthened and expanded. By the end of the year, 3,835,000 people participated in basic endowment insurance, 2,813,000 urban workers participated in medical insurance, 1,862,000 people participated in unemployment insurance programs, 2,381,000 employees were covered by industrial injury insurance, and 2,015,000 people participated in childbirth insurance, a net increase of 392,000, 294,000, 130,000, 252,000 and 238,000 people over the last year. 1,095,000 people were covered by urban and rural residents’ endowment insurance, including 753,000 people who were older than 60 years old received pension monthly. 744,000 people were covered in urban residents’ medical insurance. The rate of participation of urban employees’ medical insurance and residents’ medical insurance were both above 91 percent. The goal of three years medical reform had been achieved in advance.


Charity developed rapidly. City-level and county-level charity institutions raised 500 million yuan, up by 43.6 percent. Expenditures on salvation were 370 million yuan (up by 33.6 percent), and 234,000 people were helped. The accumulated fund reached 2.54 billion yuan, and the accumulated expenditures on salvation were 1.62 billion yuan with 1,060,000 persons helped. Municipal Red Cross raised 27,370,000 yuan. There were 129 charity supermarkets, receiving 6.96 million yuan donation and 1.01 million pieces of clothes and quilts. 2,447 vagrants and beggars were saved.


The management system of social organizations steadily improved. There were 6 districts, 2 counties, 3 county-level city, 78 towns, 11 villages, 63 neighbourhood offices, 617 neighbourhood committees and 2,576 villager committees in total.


XII. Ecological Construction and Social Security

Construction of an ecological city achieved notable progress. The chemical oxygen demand decreased by 44,000 tons, down by 0.1 percent over the previous year; sulphur dioxide decreased by 111,000 tons, down by 15.0 percent, fulfilling the “the 11st Five Years Plan” target. “811” environmental protection of new three years action was perfectly implemented. A series of key environmental pollution problems had been solved; 17 development zones (industrial zones) above provincial level pollution renovation passed the acceptance check. Supervision network of tail gas pollution from motor vehicle construction was carried out. Supervision centre and 4 monitoring station were equipped. Rural environment renovation was implemented deeply. 190 villages constructed rural domestic sewage facilities. Signboards installation for sources of potable water had been completed, with 196 signboards installed. A total of 10 towns built the National Environmental Elegant Town, 1 national-level ecological village, 4 provincial-level ecological counties, 82 municipal ecological towns, and 115 enterprises named as municipal environmental protection models.


The construction of “Peaceful Ningbo” developed in depth. The number of various accidents in production declined by 8.4 percent, of death toll declined by 6.6 percent and that of the direct economic loss declined by 1.3 percent (negative increase during the six successive years). The number of serious road traffic accidents was 5, 1 fewer than last year; the number of people dead was 24, 5 fewer than last year, the smallest number in the six successive years. Batches of food evaluation sampling during this year reached 44,759. For the first time to responsible for medical evaluation-centric selective examination, batches of medical supervision and inspection sampling reached 2,206. The total visitors having complaints reached 43,560, down by 10.2 percent. The batches of collective petition reached 1,435 with 21,839 visitors, down by 12.2 percent and 7.8 percent separately. The batches of collective petition to provincial level reached 33 with 534 visitors, down by 13.2 percent and 19.2 percent. There was no collective petition to Beijing. The batches of abnormal complaints reached 3 with 3 visitors, down by 40.4 percent and 50.0 percent. 104,600 of 106,291 disputes were successfully settled, and the success rate reached 98.4 percent. 15 suicides (15 people) led by civil disputes were prohibited. 186 civil disputes (523 people) were prohibited from transferring to criminal cases.
