2008 is a special year. Confronting the challenge of global financial crisis, the city thoroughly insisted the scientific approach to the economic and social development, conscientiously implemented the spirit of the 17th National Congress of CPC and the Third Plenary Session of the Eleventh Central Committee, actively implemented “Venturing for Enriching People, Innovation for Enhancing Region” and “Associable Operation of Six Major Parts” together with “Six Improvements” strategies of Municipal Committee of the Central Party Committee. The economy developed steadily and rapidly, every social undertaking kept developing, and the people’s living standards continued to improve.
 
I.          Comprehensive Summary
National economy operated rapidly. According to preliminary statistics, in the year 2008, the GDP amounted to 396.41 billion yuan, up by 10.1 percent over the previous year, computed by comparable price. The value added of the primary industry was 16.74 billion yuan, up by 4.1 percent. The value added of the secondary industry was 219.67 billion yuan, up by 10.0 percent. The industrial value added was 199.05 billion yuan, increasing by 10.4 percent. The value added of the tertiary industry was 160.00 billion yuan, up by 11.0 percent. The value added of the tertiary industry accounted for 40.4 percent of the GDP, up by 0.1 percentage point compared with the same period of last year. The proportions of three industries changed from 4.4: 55.3: 40.3 in 2007 to 4.2: 55.4: 40.4 in 2008. Per capita gross municipal product reached 69,997 yuan (converted 10,079 US dollars according to the average annual exchange rate).

The Constitution of Three Industries
 
Gross economic entity grew steadily. In this year newly registered domestic enterprises reached 16,896 with the registered capital amounted to 30.45 billion yuan. Newly registered foreign enterprises reached 332 with 3.16 billion US dollars investment and 2.40 billion US dollars registered capital. Newly registered privately-owned business reached 49,104, amounted to 2.26 billion yuan. In the end of the year, both domestic and foreign enterprises numbered 129,545, among which 123,050 were domestic and 6,495 were foreign. The total number of privately-owned business reached 264,114.
 
Financial income and expenditure continued increasing. The general budgetary revenue of the finance realized 81.09 billion yuan, increased by 12.0 percent over the previous year. Of this total, 42.05 billion yuan was central fiscal revenues increased by 6.5 percent; 39.04 billion yuan was local fiscal revenues increased by 18.6 percent. The fiscal budgetary expenditure of local government was 43.94 billion yuan, up by 18.4 percent. Among which, general public services, education, medical and sanitary, social securities and employment, environmental protection, urban and rural community affairs were occupied 7.18 billion, 6.71 billion, 2.91 billion, 3.35 billion, 600 million and 5.63 billion yuan respectively, where 13.2 percent, 13.7 percent, 29.2 percent, 32.3 percent, 42.9 percent and 27.6 percent were increased respectively.

Employment and re-employment made a notable improvement. The positions newly increased were 133,000, where 115.7 percent of annual plan was completed. Accumulated community public beneficial positions numbered 7,158. More than 300 million yuan was spent on promoting employment. Of this total, social security allowances occupied 120 million yuan and 46,000 older unemployed workers received the subsidies. 94.82 million yuan was invested in training. 34,000 unemployed persons, 141,000 transferred rural labour forces and other labour forces were provided technical training. As a result, the employment rate was above 67.0 percent after training and 65,000 unemployed people obtained employment again, including 23,000 people for whom it was difficult to get a job. By the end of the year, the number of people who signed the labour contract increased by 31.6 percent over the end of last year. The industrial enterprises above the designated size signed labour contracts with employees basically, and most of contract periods ranged from two to three years. The urban registered unemployment rate was 3.31 percent by the end of this year.
 
The general price level rose. The consuming price level in urban areas of the year increased by 5.0 percent over the previous year, and up by 1.1 percentage points for the same period of last year. The level in rural areas increased by 5.4 percent, and up by 1.1 percentage points. The producers’ prices for manufactured goods increased by 4.5 percent, up by 0.5 percentage points; the purchasing prices for raw materials, fuels and power went up by 12.3 percent, up by 6.2 percentage points; the selling price for houses went up by 9.2 percent, and up by 0.6 percentage points. Of which, that for new residential buildings went up by 12.7percent, up by 2.2 percentage points; for second hand housing grew by 7.3 percent, down by 0.7 percentage point.

II. Agriculture and Rural Areas
Both output and income increased. The gross output value of agriculture, forestry, animal husbandry and fishery was 26.33 billion yuan, 4.0 percent higher than last year. Of this total, agriculture was 12.03 billion yuan, up by 6.7 percent; forestry was 770 million yuan, up by 8.9 percent; animal husbandry was 4.91 billion yuan, up by 3.3 percent; fishery was 8.17 billion yuan, up by 4.0 percent; the output value of service was 450 million yuan, up by 6.0 percent. The total output of meat for the year increased by 11.6 percent while the total output of eggs and the production of milk decreased by 17.3 percent and 1.5 percent respectively. 791,000 pigs are registered in the total stocks, up by 6.9 percent. The sown areas of crops were 330,000 hectares, which were increased by 4.9 percent. Among them, the sown areas of grains increased by 8.9 percent to reach 147,000 hectares. The output of grains reached 860,000 tons, up by 14.9 percent. Acreage, yield per unit and total output of spring crops all increased for the year, realizing a net increase of 13,000 mu, 7.9 kilograms and 4,000 tons respectively. The sown areas of vegetables increased by 2.6 percent, reached 96,000 hectares.
 
The construction of new countryside was propelled sturdily. The investment in the project of “Demonstration of Hundred Villages, Renovation of Thousand Villages” totalled 2.33 billion yuan where 650 million was from various levels of financial departments. 2,019 villages have started improvement construction, which covered 77.3 percent of total administrative villages. There were 148 villages building facilities to treat domestic sewage; 2,557 villages constructing installations or sites for centralized treatment of domestic wastes, the coverage rate reached 96.5 percent. 47 overall well-off demonstration villages and 319 environmental restoration qualified villages were newly increased, totalling 269 and 1,836 respectively. 311 enterprises which twined with villages were newly increased, totalling 5,273. Newly increased co-construction of projects reached 1,151 with 160 million yuan was available. “Forming Pairs and Mutual Help between Villages and Associations” was initiated and 16 associations have already twined with administrative villages. 17 city-level agricultural leading enterprises added newly where the total number reached 218, where 67 enterprises had revenues of more than hundred million yuan. By the end of 2008, agricultural leading enterprises had already obtained 3 Chinese Name-Brand products, 2 National Agricultural Products Name-Brand products, and 27 China Well-known Marks products. There were 22 industrial bases of agriculture and 842 farmers’ specialized economic co-operatives newly added. 62 city-level technological transformation projects were implemented with 270 million yuan investment. 3 city-level agricultural technological demonstration Parks were newly increased, amounted to 19. There were 6 newly added city-level farmhouse tourism special villages, totalling 18; 16 newly added farmhouse tourism demonstration centers, totalling 38. 5,045,000 tourists were received, its earnings reached 490 million yuan and 11,000 rural workforces were employed. 250 kilometers rural net highway was constructed, and coverage rate of regular passenger coach reached 99.7 percent. 340,000 people benefited from the improved rural safe drinking water. 245 kilometers of waterway were dredged during the year, and 195 kilometers rural channels were renovated. 1,191 chain countryside shops have been built in 1,009 villages. Repair and consolidation of standard seawall were completed. 164 rural community service centers were newly built. Farmers accomplishing training of various types totalled 165,000, of which, transferred employment labour forces were 48,000 and the transferred employment rate reached 86.7 percent.
 
III. Industry and Construction
Growth was registered in industrial production. The gross output value of the industrial sector was 1093.71 billion yuan, an increase of 13.9 percent as compared with the previous year. The output value of industries above the designated size was 889.18 billion yuan, up by 12.7 percent over the previous year. The growth for the first four were: 25.4 percent for processing of petroleum, coking, processing of nuclear fuel 15.3 percent for electric-machine and apparatus manufacturing ; 12.7 percent for communication equipment, computers and other electronic equipment manufacturing10.4 percent for manufacture of general machinery. Expenditure on scientific and technological activities of the industrial enterprises above the designated size was 7.64 billion yuan, up by 22.1 percent. The output value of new products was 125.18 billion yuan which grew by 12.4 percent; rate of new products reached 14.1 percent. Sales volumes above the designated size were 862.55 billion yuan, up by 11.8 percent. The rate of production and rates of industrial products was 97.0 percent. The delivery value of exports was 259.95 billion yuan, up by 9.3 percent while down by 26.0 percentage points compared with the same period of last year. The ratio of light industry to heavy above the designated size adjusted from 1: 2.04 last year to 1: 2.07. The gross output value of light industry was 289.58 billion yuan, up by 11.8 percent. Heavy industry was 599.60 billion yuan, up by 13.2 percent. The output value of some advanced manufacturing industries such as transportation equipment, and instruments, meters, cultural and official machinery increased 35 percent and 24.2 percent respectively, 22.3 percentage points and 11.5 percentage points higher than average growth rates. The output value of some high energy consuming industries such as raw chemical materials and chemical products manufacturing, and smelting and pressing of nonferrous metals declined by 42.0 percentage points and 35.3 percentage points respectively. The value added of industrial enterprises above the designated size was 169.86 billion yuan, up by 14.2 percent. The profits and the total amount of tax and profits were 21.51 billion yuan and 47.86 billion yuan, down by 44.5 percent and 24.8 percent respectively, a decline of 69.1 percentage points and 47.3 percentage points. The composite index of industrial economic benefits scored 197.9, 17.4 marks higher than last year. The amount of loss stood at 15.19 billion yuan, it was up 2.8-fold as compared with that in the same period of last year, and the deficit scale was 19.3 percent.

The progress of construction industry maintained at a stable pace. The gross output value of the construction industry was 90.46 billion yuan, 13.6 percent more than last year. Of this total, state-owned and state-controlled enterprises realized 10.19 billion yuan, which occupied 11.3 percent of the gross output value of the construction industry. The construction area was 133,177,000 square meters, up by 30.9 percent; the completed area was 39,751,000 square meters, up by 2.8 percent. The personnel work productivity of construction enterprises calculated by gross output value was 179,000 yuan per capita, which went up by 11.2 percent.
 
IV. Investment in Fixed Assets, and Urban and Rural Areas Construction
The investment in fixed assets has picked up. The whole society investment in fixed assets was 172.82 billion yuan, 8.2 percent more than last year. The realized amount exceeding the amount prescribed was 161.09 billion yuan, up by 8.4 percent. The investment in the secondary industry was 75.56 billion yuan which up by 3.2 percent, among them, 75.34 billion yuan in industry was that increased by 3.4 percent. Investment in manufacture of general machinery, special purpose machinery, and communication equipment which were all above the designated size grew by 17.5 percent, 19.2 percent and 49.7 percent respectively. The investment in the tertiary industry was 96.58 billion yuan, up by 12.1 percent, 3.9 percentage points higher than average investment growth rate of the whole society. Investment in traffic, transportation, storage and post, and science, education, and culture, sports and entertainment, and environment and public facilities management increased 28.1 percent, 23.5 percent and 29.4 percent. The average scale of newly started programs above the designated size expanded from 48,803,000 yuan last year to 59,477,000 yuan. The investment in real estate was 30.78 billion yuan, declined by 7.6 percent over the previous year. Area of land purchased this year was 1,649,000 square meters, declined by 7.8 percent; area of land exploited is 2,915,000 square meters, up by 10.0 percent; the completed area was 7,777,000 square meters, up by 22.7 percent. Of which, the residence area was accomplished 5,525,000 square meters, up by 38.5 percent; the sales area of commercial building was 4,341,000 square meters down by 43.4 percent. The bearing ability of the city enhanced. The investment in infrastructure of the whole city was 11.00 billion yuan, of which civic centre was 7.90 billion yuan. More than 20 important projects including Waitan Bridge and connection of around-the-city highway started to construct. 10 primary or secondary roads such as the east part of northern outside ring and Yongda Road, 10 branches such as Mintong Street and Shuangdong Road, and more than 800 public parking spaces have been finished. 19,000 square meters sideways were reconstructed, 66,000 square meters pavements were softened and reconstructed, and 4 major roads were decorated. Moreover, rate of the roads in good condition maintained above 85 percent. The renovation of 22 old districts was accomplished, and 17,000 households were benefited. 12 public transport terminals and terminal stations were newly added. The total amount of passenger transport was 447.54 million persons, up by 10.8 percent; passengers who used transportation cards reached 272.05 million, up by 315.0 percent. A pipe from Dongqian Lake water plant to Yong River has been laid. The transformation of that urban every household had an ammeter of running water covered 18,000 households. As a result, high quality portable water supply system covering both urban and rural areas has been established. The reconstruction of sewage pipes net such as Xinjiang Bridge and Zhongxing Road was implemented, and the reconstruction of pumping station of Liuting Overpass has been completed. Additionally, the Southern Sewage Treatment Plant passed the environmental inspection, and sewage interception project of the west bank of Yao River passed the primary inspection. 6 rivers have been cut off sources of pollution, 136,000 cubic meters river channel was dredged, and the amount of daily sewage treatment reached 890,000 tons. The daily harmless disposal capacity of living garbage achieved 2148.0 tons, besides rate of living garbage harmless disposal reached 100 percent.
 
 
IV. Domestic trade, Tourism and Exhibition
Sales of consumer goods at domestic market continued increasing. Its total volume of retail sales was 123.80 billion yuan in the whole year, up by 19.6 percent over the previous year, 2.3 percentage points higher than last year. Wholesale sales were 9.41 billion yuan, up by 17.1 percent; retail sales were 100.50 billion yuan, up by 19.6 percent; hotels and catering industries achieved 13.86 billion yuan revenue, up by 20.9 percent. Of wholesale and retail above the designated size, the sales of automotive goods was up by 1.7 percent, gold, silver and jewellery up by 38.7 percent, grain and oil up by 34.7 percent, meat and eggs up by 33.6 percent, clothing up by 23.1 percent, petroleum and related products up by 21.6 percent, cultural and office goods up by 20.2 percent, and cosmetics up by 14.7 percent.

Tourism experienced fast growth. Tourism income totalled 45.02 billion yuan, up by 18.4 percent. The city received 34.65 million domestic tourists, up by 12.7 percent; domestic tourist earnings were 41.59 billion yuan, 19.4 percent more than last year. The city received 787,000 entry tourists, up by 14.2 percent; tourism earned 490 million US dollars, 13.8 percent more than last year.
 
Exhibition level achieved a continuous development. 276 conferences and exhibitions were held, up by 34.0 percent. Of this total, there were 136 exhibitions which grew by 32.0 percent over the previous year. Exhibitive areas reached 1,392,000 square meters, up by 36.5 percent; the area of a single exhibition exceeded 10,000 square meters for the first time, which was 10,200. 63 special festival activities and 77 conferences (forums) were held, up by 31.0 percent and 71.0 percent. 95 enterprises were newly added which had exhibitive business, among which, 21 were specialized exhibitive enterprises, and 3 were foreign companies. The total amount of enterprises which had exhibitive business reached 176.
 
VI. External Economy, Cooperation and Communication
External economy grew fast. The annual total volume of imports and exports was 140.19 billion US dollars, 25.5 percent more than last year. 1,900 registered foreign trade enterprises were newly added, which exceeded 10,000 and amounted to 10,758. The exported mechanical and electrical products and new and high technological products increased by 26.5 percent and 49.0 percent, 2.3 percentage points and 21.6 percentage points higher than average levels respectively. The imported mechanical and electrical products and new and high technological products increased 27.7 percent and 84.9 percent, both higher than average import growth rate. The total volume of automatic registration of import and export trading was 67.84 billion US dollars, 20.1 percent more than last year. Of which, exports were 46.33 billion US dollars, up by 21.1 percent; imports were 21.51 billion US dollars, up by 17.9 percent. In terms of processing trades, the volume of imports and exports was18.27 billion US dollars, up by 23.0 percent. General trades of that is 46.37 billion US dollars, up by 18.9 percent.

The structure of making use of foreign capital was optimized. Contracted foreign capital was 4.12 billion US dollars and actually utilized foreign capital was 2.54 billion US dollars, down by 8.4 percent and up by 1.3 percent respectively. Annual plan was both overfulfilled. Of this total, 227 tertiary industry projects were sanctioned newly; 540 million US dollars actual foreign capital was utilized, which were 23.0 percent higher than last year. The actual utilized foreign capital of traffic, transportation, storage and post industry was 130 million US dollars, up by 142.3 percent.
 
Foreign economic and technical cooperation developed rapidly. The turnover of external contracting projects and labour service cooperation was 1.57 billion US dollars, up by 36.7 percent. The turnover of overseas contracting projects was 750 million US dollars, up by 26.8 percent. There were 124 foreign investment enterprises and institutions newly sanctioned in the year, total investment amounted to 330 million US dollars up by 112.2 percent where 310 million was from Chinese investment.
 
Services outsourcing industry developed rapidly. The total amount of services outsourcing realized 3.12 billion yuan, including 100 million US dollars offshore business. There were 314 services outsourcing enterprises, involving 14,000 workers.
 
Internal cooperation was propelled sturdily. 18.65 billion yuan domestic investment was realized, covering 168 institutions including finance, logistics and scientific research, etc. 83 collaborative projects between mountainous areas and seaside with 5.66 billion yuan total investment were newly added. 61 projects about integrating Shanghai and Changjiang Delta cooperation totalled 4.21 billion yuan. 30 investment projects cooperated with mid-western and north-east regions totalled 3.20 billion yuan. 2008 Chengdu-Ningbo Week activity was held successfully: 43 cooperation projects were signed with 2.15 billion yuan investment. A team was formed to participate in the 19th Harbin International Economic and Trade Fair, signing 3 cooperation projects with 1.17 billion yuan contracted investment.
 
 
VII. Harbour and Transportation
The development of port transportation remained. The port handled 360 million tons of cargo in the whole year, up by 4.8 percent over the previous year, ranking as the second of continent ports and the fourth of global. The container loading and unloading capacity exceeding 10 million TEUs reached 10,846,000 TEUs, up by 16.0 percent, keeping the fourth of continent coastal ports and entering the tenth of global. 19 courses were newly opened, totalling 210 courses. Of this total, 118 were major marines, 47 near-sea shipping lines, 18 internal branch lines, 27 internal trade lines. Monthly average sailings were 900, and the most sailings per month were 917.

The construction of important transportation infrastructure continued being propelled. The investment in highways reached 8.26 billion yuan, where 4.98 billion yuan on motorways and 2.88 billion yuan in arterial highway up by 52.9 percent which was the historically highest level. Hangzhou Bay Sea-Crossing Bridge has been joined up. Daqi Shugang Motorway has been opened to traffic. Projects of the east part of around-the-city motorway, Ningbo connection lines of Zhoushan linkage between continent and islands project, and “Five Roads and Four Bridges” were promoted rapidly, covering 251 kilometers newly added highways with a total amount of 9,572 kilometers including 366 kilometers motorways. Consequently, the main framework of “One Loop with Six Rays” had basically formed. The investment in rural net highways construction realized 360 million yuan, with 271 projects completed and 368 kilometers rural highways which are newly constructed or reconstructed.
 
The transportation capacity of the whole society grew stably. The total volume of passenger transportation was 320 million people, and passenger circulation was 12.36 billion person-kilometers, up by 2.3 percent and 1.9 percent respectively. Of this total, the number of highway passengers was 300 million and passenger circulation was 12.33 billion person-kilometers, up by 2.0 percent and 1.8 percent. The volume of passenger transported by water totalled 1,521,000 people and passenger circulation was 28,683,000 person-kilometers, up by 16.7 percent and 25.8 percent respectively. The volume of passenger transported on the railways totalled 9,123,000 people and the annual throughput of passenger of civil aviation was 3,574,000 people, up by 9.0 percent and 8.3 percent respectively. The total volume of cargo transported was 250 million tons and the volume of cargo circulated was 116.02 billion ton-kilometres, up by 8.6 percent and 9.6 percent respectively. The volume of cargo transported by water reached 99.93 million tons and the volume of cargo circulated was 107.45 billion ton-kilometres, up by 14.8 percent and 9.9 percent accordingly; the volume of cargo transported on the highways reached 140 million tons and the volume of cargo circulated was 8.57 billion ton-kilometres, up by 5.1 percent and 5.5 percent accordingly; the volume of cargo transported on the railways reached 13,548,000 tons, up by 1.9 percent; the throughput of cargo and mail of civil aviation was 60,000 tons, up by 7.8 percent.
 
VIII. Banking, Securities and Insurance
The finance ran steadily. The RMB and foreign currencies balance of deposits of financial institutions amounted to 635.36 billion yuan by the end of the year, 19.7 percent higher than last year; 107.24 billion yuan higher than that at the beginning of the year, 46.39 billion yuan higher than that over the same period of last year. Among them, the RMB balance of deposits was 621.65 billion yuan, up by 20.1 percent. Among them, the RMB balance of deposits was 582.08 billion yuan, up by 17.9 percent; 88.62 billion yuan higher than that at the beginning of the year, 1.49 billion yuan higher than that over the same period of last year. Among them, 567.88 billion yuan was loan balance, 20.2 percent more than last year; 96.93 billion yuan higher than that at the beginning of the year, 11.32 billion yuan higher than that over the same period time of last year. The balance of bill financing by the end of the year was 30.53 billion yuan, up by 122.8 percent; 16.83 billion yuan higher than that at the beginning of the year, 23.33 billion yuan higher than that over the same period of last year. The balance of individual consumption loan was 79.55 billion yuan, up by 16.9 percent, 11.52 billion yuan more than that at the beginning of the year. By the end of the year the balance of non-performing loans (NPLs) of banking institutions and non-bank institutions totalled 8.62 billion yuan, up by 1.66 billion yuan in contrast with the beginning of the year. The NPLs rate was 1.5 percent, up by 0.1 percentage point over the beginning of the year. 7 banking institutions were newly added, including one foreign bank, 4 municipal commercial banks and 2 village and town banks. The first micro-credit company was established.
 
The securities market is depressive. Transaction value of securities trading institutions totalled 1093.82 billion yuan, declining by 36.3 percent. Of this total, transaction value of stocks and funds was 898.64 billion yuan, declining by 38.6 percent; for warrants was 189.16 billion yuan, declining by 24.2 percent; for treasuries and other securities was 6.02 billion yuan, declining by 22.4 percent. 1.82 billion yuan was directed financed, totalling 23.89 billion yuan; futures brokerage transactions were 20,742,000 (up by 105.7 percent), with the turnover of 1235.20 billion yuan (up by 83.2 percent). New securities investor accounts numbered 660,000 by the end of the year, up by 3.7 percent. New futures investor accounts numbered 7,128, up by 76.0 percent. Newly added company whose issuance of stocks within the territory of PRC numbered one, totalling 26; newly added listed company abroad numbered 2, totalling 9; companies to be listed numbered 14, totalling 26.
 
The insurance developed rapidly. The insurance income was 8.71 billion yuan, 20.6 percent more than last year. Among them, the property insurance income was 4.03 billion yuan, up by 17.2 percent; the personal insurance gained 4.11 billion yuan, up by 25.8 percent. The payment of all kinds of insurance and indemnity was 3.79 billion yuan, 44.2 percent more than last year. There were 8 new insurance companies, totalling 41.
 
IX. Science and Technology, Education and Competent Personnel
The ability of technology innovation continued to be improved. There were 1 newly-increased national level, 18 provincial-level and 155 city-level enterprise engineering and technology centres, 4 city-level key laboratories, and 27 co-operative research and development institutions. Ningbo received 1 State Technological Progress Award, 4 first prizes of technological progress awards at provincial level. In 2007, there were 16,173 applications for patents and 9,882 were authorized, increasing by 26.5 percent and 11.7 percent. Of this total, there were 505 were authorized for patents for invention, increasing by 72.3 percent. By the end of 2007, there are 172 national-level new high-tech enterprises, totalling 477. 5 soft science research projects were listed in the national soft science research plan. “Well-Known Marks” totalled 223 where 76 were newly increased; Zhejiang Name Brand totalled 226 where 41 were newly increased; China Name Brand totalled 61; “Trademark with Reputation” totalled 733 where 134 were newly increased.
 
Education undertakings gained new achievements. The whole city had 3,501 of different types of full-time schools, with 1,238,000 students in school and 92,000 faculty members including 70,000 full-time teachers. There were 15 universities/colleges in Ningbo, 133,000 students studying in schooling of higher learning, 5.6 percent more than last year. There were 3 doctorates and 66 master’s degrees authorization centers. The gross entrance rate of higher education was 48.0 percent, 2.0 percentage points higher than the same period last year. The admission rate of institutions of higher learning reached 84.6 percent. 98.7 percent of junior middle school graduates entered senior middle schools, an increase of 1.1 percentage points over the 2007 figure. Enrolment rate of primary-school-age children was 100 percent and 100 percent of the primary school graduates entered a higher school. The net enrolment ratio of three years preschool education was 98.5 percent for children. Of students in the compulsory education stage, 242,000 were migrant workers’ children. Over 600,000 students were free of incidental expenses with 130 billion yuan involved. More than 500 enterprises established co-operative relationship with universities/colleges. Furthermore, the establishment of ten bases training practice-oriented talents and internship and training bases were accelerated. The school buildings covered 500,000 square meters. The proportion of primary and secondary schools standardized was 80.0 percent.
 
Construction of competent personnel continued progressing. Newly increased various types of competent personnel reached over 85,000 with 194 foreign experts brought in; newly increased post-doctoral workstations were 5 with 34 post doctors brought in. By the end of the year, competence personnel totalled more than 690,000, up by 14.0 percent. Of this total, 471,000 technical professionals, up by 12.0 percent; 24,000 personnel with senior technical titles, up by 15.0 percent; 1,267 doctors and post doctors, 11,479 masters and 1,933 various types of professionals (including 12 academicians flexibly brought in; 259 enjoying special allowances of the State Council and the government; 190 experts making outstanding contribution to the country, province and city; 1,758 experts with senior technical titles).
 
X. Culture, Public Health and Sports
Culture undertakings made healthy progress. Ningbo Museum was built and brought into service. The construction of Ningbo City of Books and various kinds of museums were intensified. The long reportage “A Leap Forward – Hangzhou Bay Sea-Crossing Bridge” won the second “Three A Hundred” Original Publication Project Award. Ningbo Hailun Musical Instruments Co. Ltd was nominated as the first national-level cultural industry demonstrative base in Ningbo. The largest domestic original animation enterprise established a branch in Ningbo. Tianzhiying Video Animation Project settled in Ningbo. Farmers benefited from 24,672 movie shows and more than 1,000 dramas. The project extending radio and TV coverage to every village has been completed two years ahead of time. Natural villages which have more than 20 households all built the networking of cable television. Over 5,000 televisions were presented to rural minimal social security households. 10 programs including The Legend of Xu Fu Eastward Voyage, Yong Opera and Yao Opera were nominated as the second group of national intangible culture heritages. The first exhibition center of intangible culture heritages in Ningbo was established and open to the public. Ningbo Culture Week was held successfully in Nottingham, UK. Moreover, it is the first time that Ningbo Folk Art Ensemble representing China went to Turkey and participated in International Arts Festival. The fourth China International Vocal Music Competition (Ningbo) was held successfully. The first Film Festival for Farmers (Rural Migrant Workers) and “Vitalized Ningbo” – 2008 Culture and Art Festival for Migrant Workers and Farmers were held. More than 331 performances of refined art were held. The public library was open free of charge, and borrow in one card was achieved. “Tianyi Lecture” and “Qunxing Classroom” was held 106 times and 541 times respectively, and the amount of audiences was over 30,000.
Public health development accelerated. At the end of the year all types of health-care institutions had a total of 22,000 hospital beds, 44,000 professional health workers and 37,000 medical and health personnel. Of this total, practicing physicians (including assistants) were 16,000, and registered nurses were 12,000. According to the population through household register, there were 3.9 hospital beds, 6.5 medical and health personnel (including assistants), 2.8 practicing physicians and 2.0 registered nurses per thousand people. There were 143 community health-care service centres and 1,251 community health-care service stations. The health-care service coverage rate of urban districts was 100 percent, and that of rural areas was above 90 percent. The number of farmers participating in new cooperative medical care system reached 3,486,000, and the participation rate was 96.3 percent, and the per-capita premium level increased from 130 yuan in 2007 to 175 yuan in 2008. The mortality rate of pregnant women was 2.44 per 100,000 of the permanent population of Ningbo; the mortality rate of infants was 3.82 out of a thousand, and the mortality rate of children under 5 years of age was 5.56 out of a thousand, both were the record lows.
 
The sport undertaking grew rapidly. 22 national level and above events and activities including the Olympic torch relay and World Women’s Boxing Championships were held. Athletes obtained 4 gold medals, 4 silver medals, 1 bronze medal and a fifth in international contests. Teams were formed to participate in over ten Asian and national contests, and achieved 16 first prizes, 17 second prizes, 9 third prizes and 16 among the first six prizes. Teams were formed to participate in provincial youth competitions and achieved 143 gold medals; gold medals ranked as the second and the total score ranked as the third. Over 700 health-building outlets were newly added, totalling 4,000. 200 various courts were constructed. The revenues of sports lotteries were 768 million yuan.
 
XI. Population, Living Conditions, Social Security and Social Organizations
Population got a low growth rate. The population through household register was 5,681,000 including 2,201,000 people in urban areas, up by 6.3 per thousand. The year 2008 saw a crude birth rate of 8.15 per thousand and a crude death rate of 5.97 per thousand. The natural growth rate was 2.18 per thousand.
 
The income of urban residents grew steadily. The per-capita disposable income of urban residents and the per-capita net income of rural people was 25,304 yuan and 11,450 yuan respectively, up by 13.4 percent and 13.9 accordingly. Of which, the average income from wages and salaries of urban households was 19,270 yuan, and that of rural households was 6,816, up by 16.6 percent and 16.0 percent respectively. The average pensions to retired employees in urban and rural areas increased by 3.1 percent and 19.4 percent. The income difference between urban and rural residents dropped from 2.219: 1 last year to 2.210: 1. The annual per capita living expenses of urban residents reached 16,379 yuan, up by 17.7 percent over the previous year. The Engel coefficient of urban residents was 37.3 percent. The annual per capita living expenses of rural residents reached 9,174 yuan, up by 13.8 percent over the previous year. The Engel coefficient of rural residents was 40.9 percent.
 
The level of social securities was increased. By the end of the year, 2,976,000 people participated in basic old-age insurance, 2,236,000 urban workers participated in medical insurance, 1,614,000 people participated in unemployment insurance programs, 2,086,000 employees were covered by industrial injury insurance, and 1,647,000 people participated in childbirth insurance, a net increase of 1,005,000, 718,000, 657,000, 387,000 and 718,000 people over the last year. 966,000 migrant workers participated in these five major social securities, the rate of participation was up 1.7 fold. 539,000 farmers involved in land requisition were covered by old-age insurance, and the rate of participation increased to 84.5 percent. 85,000 people participated in insurance in the new farmer securities implemented areas. Per capital pension of retired employees of enterprises was 1,520 yuan per month, up by 256 yuan per month. 114,000 people received free medical examination. The monthly standard rate of unemployment insurance increased to 672 yuan, up by 77 yuan. The standards of the lowest salaries of employees of enterprises adjusted to two levels: 960 yuan and 850 yuan. The rate of rural people in the five-guarantee programs supported by collectives reached 95.33 percent, covering 6,081 people. The rate of urban people in “three-no people” supported by collectives reached 100 percent. There were 22,000 beds in 166 social welfare institutions of various types, accommodating for 14,000 inmates. The project for the handicapped to share of a well-off life began to be implemented, and 19,000 people were benefited. 3,477 households of low rent houses guaranteed were newly added, totalling 8,296 where 5,561 households the current receivers. 380,000 square meters of economically affordable houses were constructed and 580,000 square meters were completed. More than 3,600 houses were sold. Approximate 440,000 square meters were constructed for rural migrant workers and talented people.
 
Charity developed rapidly. Charities raised 770 million yuan, up 1.3 fold. Expenditures on salvation were 480 million yuan, up 1.4 fold; 260,000 people were helped. The donation to disaster areas amounted to 830 million yuan; rescuers including special police, fire fighters and health officers amounted to over 2,400; 1,664 students from disaster areas received education; 104 sick and wounded people from disaster areas received treatment; 12,652 temporary houses were completed. The reconstruction of Qingchuan County (4 towns and 28 villages) to provide assistance commenced in full scale.
 
The management system of social organizations steadily improved. There were 6 districts, 2 counties, 3 county-level city, 78 towns, 11 villages, 63 neighbourhood offices, 548 neighbourhood committees and 2,558 villager committees in total. There were 1,716 registered associations, increasing by 5.7 percent; there were 2,488 privately-run non-enterprise units, up by 11.2 percent.
 
XII. Ecological Construction and Social Security
Construction of an ecological city achieved notable progress. 120 million yuan special funds were invested in the construction. Method of “Four Controls” in pollution reduction was implemented, and pilots for trade of emission right commenced. 7 key improvement regions planning of environmental pollution were formulated; comprehensive environmental improvement of Yong River was implemented; pollution treatment of 182 steel-casting enterprises and 104 large scale poultry and animals plants was completed. Project of “Thousands of Miles Clear River” covered 320 kilometers, and 40.8 square kilometres of soil and water loss were improved; 263 mu were ecological and public beneficial forests. 185 abandoned mines were repaired, and 83.3 percent was repaired; coverage rate of ecological graves of administrative villages reached above 90 percent; ecological reconstruction of 6 industrial zones was finished. Beilun Yandong Sewage Treatment Factory (Phase II) and Cixi North Sewage Treatment Factory were put into operation; desulfuration facilities of large scale power plant were established; treatment of dangerous wastes system was constructed; 298 copies of online monitoring system of pollution sources were installed. According to the primary calculation, the annual amount of COD and SO2 discharge was down by 10.0 percent and 15.8 percent respectively. Comprehensive energy consumption of industrial enterprises above the designated size was up by 0.9 percent, and energy consumption per ten thousand decreased by 7.3 percent. A total of 13 towns built the National Environmental Elegant Town; 42 provincial-level ecological towns, 83 city-level ecological towns, and 420 city-level ecological villages. There were 12 national-level green institutions and families, 2 national environmental friendly enterprises, 314 provincial-level green institutions, 20 provincial-level ecological monitoring and protecting stations, 23 provincial-level “Mother River Protection” institutions, and 7 provincial-level environmental education bases.
 
The construction of “Peaceful Ningbo” developed in depth. The number of various accidents in production declined by 15.8 percent, of death toll declined by 6.2 percent and that of the direct economic loss declined by 17.3 percent (negative increase during the four successive years). The number of road traffic accidents, the number of people dead and property loss declined by 14.5 percent, 2.4 percent and 13.2 percent – all decreased during the five successive years. The qualified batch rate of locally produced processed food by sampling test was 96.5 percent; percents of pass of hygiene of food and tableware were 92.5 and 87.3 respectively. 34 communities became the provincial first group “Harmony Demonstration Community”. By the end of the year, there were 5,078 people’s mediation organizations, 18,879 mediation personnel. 73,820 of 75,032 disputes were successfully settled, and the success rate reached 98.4 percent. 72,363 were fulfilled which occupied 98 percent of total.
