Statistics of Ningbo On The 2007 National Economic and Social Development

In 2007, the city thoroughly implemented the spirit of the 17th National Congress of the Central Party Committee (CPC) as the guideline through the overall target of comprehensively building a well-off society and speeding up the construction of a modern international port city. This year witnessed a conscientious implementation of the scientific approach to the economic and social development, and a careful execution of macro-control policies. Moreover, the government moved sturdily forward “Venturing for Enriching People, Innovation for Enhancing Region” and “Associable Operation of Six Major Parts” together with “Six Improvements” strategies of Municipal Committee of the CPC. The economy developed steadily and rapidly, quality and efficiency had been improved significantly, structural adjustment recorded notable achievement, the situation of overall-planning development remained a positive trend, social development was carried out in the full wing, and the protection of people’s well-being was strengthened. Consequently, the expected objectives of national economy and social development decided at the beginning of the year had been almost achieved.
I. Comprehensive Summary
National economy operated rapidly. According to preliminary statistics, in the year 2007, the GDP amounted to 343.31 billion yuan, up by 14.8 percent over the previous year, computed by comparable price. The value added of the primary industry was 15.36 billion yuan, up by 3.9 percent. The value added of the secondary industry was 188.87 billion yuan, up by 14.5 percent. The industrial value added was 171.64 billion yuan, increasing by 15.8 percent. The value added of the tertiary industry was 139.08 billion yuan, up by 16.4 percent. Industrial structure was further optimized. The value added of the tertiary industry accounted for 40.5 percent of the GDP, up by 0.4 percentage point compared with the same period of last year. Per capita gross municipal product reached 61,032 yuan (converted 8,026 US dollars according to the average annual exchange rate). The stability and coordination of economical operation strengthened continuously. The GDP of the first quarter, the first half of the year, the first three quarters and the whole year increased by 14.2 percent, 14.7 percent, 14.9 percent and 14.8 percent respectively where 1.0, 1.7, 1.7 and 1.4 percentage points increased over the same period of last year respectively.
Financial income and expenditure continued increasing. The general budgetary revenue of the finance realized 72.39 billion yuan, increased by 29.0 percent over the previous year. Of this total, 39.48 billion yuan was central fiscal revenues increased by 30.0 percent; 32.91 billion yuan was local fiscal revenues increased by 27.9 percent. The fiscal budgetary expenditure of local government was 37.10 billion yuan, up by 26.8 percent. The structure of financial expenditure was further optimized, accompanied by more investment in social undertakings and people’s well-being affairs. Additionally, the expenditure on practical projects and “Problem Solving and Optimization” was secured. Among which, general public services, education, medical and sanitary, social securities and employment, environmental protection, science and technology were occupied 6.34 billion, 5.91 billion, 2.25 billion, 2.53 billion, 420 million and 1.52 billion yuan respectively, where 20.8 percent, 25.9 percent, 36.6 percent, 23.7 percent, 36.5 percent and 53.5 percent were increased respectively.
Employment and re-employment made a notable improvement. The positions newly increased were 131,000, government public beneficial positions at the end of the year were 6,782. Various employment and re-employment policies were implemented actively, combined with 450 million yuan invested in promoting re-employment. Of this total, employment subsidies and corporate social security allowances were 250 million yuan, 18,000 employing units and 57,000 unemployed people received subsidies; 28,000 unemployed people and 72,000 transferred rural labour forces together with farmers involved in land requisition were provided technical training. As a result, the employment rate was above 60 percent after training. Under the assistance of policies, 62,000 unemployed people obtained employment again, including 20,000 people for whom it was difficult to get a job. By the end of the year, the urban registered unemployment rate was 3.16 percent, which had been decreasing in the five successive years. Overall, the employment situation was steady continuously.
The general price level rose. The consuming price level in urban areas of the year increased by 3.9 percent over the previous year, and up by 2.0 percentage points for the same period of last year. The level in rural areas increased by 4.3 percent, and up by 1.9 percentage points. The producers’ prices for manufactured goods increased by 3.98 percent, and the purchasing prices for raw materials, fuels and power went up by 6.06 percent. The selling price for houses went up by 8.6 percent, and up by 6.4 percentage points.
II. Agriculture and Rural Areas
Agriculture, forestry, animal husbandry and fishery all developed steadily. The gross output value was 25.04 billion yuan, 4.0 percent higher than last year excluding the price factor. Of this total, agriculture was 10.97 billion yuan, up by 5.1 percent; forestry was 680 million yuan, up by 6.0 percent; animal husbandry was 4.31 billion yuan, up by 0.3 percent; fishery was 8.76 billion yuan, up by 4.1 percent; the output value of service was 320 million yuan, up by 5.3 percent. The output value of forestry, animal husbandry and fishery occupied 54.9 percent of the gross output value. Planting structure adjusted moderately. In 2007, the sown areas of crops were 329,000 hectares, which were decreased by 1.0 percent. Among which, the sown areas of grains decreased by 4.5 percent to reach 137,000 hectares, and that for vegetables increased by 5.3 percent to reach 102,000 hectares. Furthermore, the output of grain was 757,000 tons, down by 8.0 percent.
The construction of new countryside was propelled sturdily. 7.49 billion yuan was invested in the construction of new countryside, up by 35 percent. The project of “Demonstration of Hundred Villages, Renovation of Thousand Villages” was moved further. The investment totalled 2.39 billion yuan where 930 million was from various levels of financial departments. 86 overall well-off demonstration villages and 357 environmental restoration qualified villages were newly increased. Over the past five years the total number of overall well-off demonstration villages and environmental restoration qualified villages were 222 and 1,517 respectively. “Towns Lead Villages” and “Forming Pairs and Mutual Help between Villages and Enterprises” made a notable effect. Currently, 5,085 enterprises have twined with 2,639 villages and this policy was fully practiced in villages and enterprises all over Ningbo. During the year, the actual completion of co-construction of projects reached 1,721 with 220 million yuan was available. The industrialization process of agriculture was accelerated with 19 city-level agricultural leading enterprises added newly where the total number reached 217. There are 56 enterprises had achieved thousands of million yuan sale volumes, which employed about 230,000 farmers and linked with about 10,420,000 farmer families. By the end of 2007, agricultural leading enterprises had already obtained 4 Chinese Name-Brand products, 13 China Well-known Marks products, 73 national patents for invention. Rural public service system improved rapidly, and 440 kilometres of waterway were dredged during the year; the conditions of drinking water for 431,000 rural population were improved; “Four Projects” was performed in rural primary and junior high schools leading to promoting school conditions in rural areas; farmers accomplishing training of various types totalled 198,000, of which, transferred employment labour forces were 50,000 and the transferred employment rate reached 70.5 percent.
III. Industry and Construction
Fast growth was registered in industrial production. The gross output value of the industrial sector was 951.36 billion yuan, an increase of 24.3 percent as compared with the previous year. The large scale industry output value was 778.50 billion yuan, up by 25.5 percent over the previous year. The non-state economy experienced fast growth, of which, output value of privately owned enterprises was 228.18 billion yuan soared by 23.7 percent, foreign owned investment enterprises was 177.45 billion yuan increased by 45.2 percent, Hong Kong, Macao and Taiwan owned investment enterprises was 151.05 billion yuan up by 29.9 percent. Self-initiative innovation made new progress. The output value of new products was 107.63 billion yuan which grew by 44.1 percent; rate of new products reached 13.8 percent, up by 1.8 percentage points. The output value of high-tech industry was 64.71 billion yuan, up by 62.8 percent. The development of market was effective. Sales volumes were 761.05 billion yuan, up by 25.4 percent. The rate of production and rates of industrial products was 97.76 percent. Of which, the delivery value of exports was 236.25 billion yuan, up by 35.3 percent and 11.6 percentage points compared with the same period of last year.
Industrial restructure was continued. The gross output value of light industry was 255.74 billion yuan, up by 18.6 percent. Heavy industry was 522.77 billion yuan, up by 29.1 percent. The ratio of light industry to heavy adjusted from 1: 1.88 last year to 1: 2.04. The total output value of the first ten industries up by 26.9 percent was 546.69 billion yuan, which accounted for 70.2 percent of the output value of large scale industrial enterprises, 0.8 percentage point higher than last year. The output value of electric-machine and apparatus manufacturing was 85.47 billion yuan, exceeding processing of petroleum the first time and topping among all industries; communication equipment, computers and other electronic equipment manufacturing was 58.21 billion yuan, up by 88.2 percent, where the growth rate listed in the front among various industries and the scale of output value increased from the eighth to fourth.
The growth of the industrial economic benefits promoted steadily. The large scale industry realized 745.26 billion yuan main business income, up by 25.2 percent over the previous year; realized 64.02 billion yuan profits tax and 38.90 billion yuan profits, up by 22.5 percent and 24.6 percent respectively. The composite index of industrial economic benefits scored 216.78 marks, 7.94 higher than last year. 14 trades out of 35 general categories kept profits increasing more than average growth rate.
The progress of construction industry maintained at a stable pace. The gross output value of the construction industry was 78.73 billion yuan, 9.8 percent more than last year. Of this total, state-owned and state-controlled enterprises realized 9.84 billion yuan, which occupied 12.5 percent of the gross output value of the construction industry. The construction area was 102.28 million square meters, up by 9.5 percent; the completed area was 38,307,000 square meters, up by 5.1 percent. The personnel work productivity of construction enterprises calculated by gross output value was 159,000 yuan per capita, which went up by 0.3 percent.
IV. Investment in Fixed Assets, and Urban and Rural Areas Construction
The investment in fixed assets grew at a moderate rate. The whole society investment in fixed assets was 159.79 billion yuan, 6.3 percent more than last year. The realized amount exceeding the amount prescribed was 148.67 billion yuan, up by 5.2 percent. The structure optimized gradually. The investment in the secondary industry was 74.58 billion yuan which up by 1.3 percent, among them, 72.89 billion yuan in industry was that increased by 1.9 percent. The investment in special equipment manufacturing industry and transportation equipment manufacturing industry increased by 68.6 percent and 69.7 percent respectively, while the investment in high energy-consuming industries decreased by 26.7 percent. The investment in the tertiary industry was 84.76 billion yuan, up by 11.2 percent, 4.9 percentage points higher than average investment growth rate of the whole society. Investment in industries concerning people’s well-being which includes wholesale and retail trades, hotels and catering services, management of water conservancy, residential service industry, education, and culture, sports and entertainment increased significantly, by 52.0 percent, 67.6 percent, 32.3 percent, 308.8 percent, 47.1 percent and 171.0 percent respectively. The investment in real estate was 33.29 billion yuan, up by 6.2 percent over the previous year. Area of land purchased this year was 1,788,000 square meters, down by 32.0 percent; area of land exploited is 2,649,000 square meters, down by 27.9 percent; the completed area was 6,341,000 square meters, down by 13.9 percent. Of which, the residence area was accomplished 3,989,000 square meters, down by 28.1 percent; the sales area of commercial building was 7,672,000 square meters up by 25.9 percent. The residence sales area was 6,315,000 square meters, down by 23.2 percent; the empty area was 1,192,000 square meters, down by 20.4 percent.
The bearing ability of the city enhanced. The investment in infrastructure of civic centre was 7 billion yuan. A group of major roads such as Yongda Road and Canghai Road were opened to the traffic. The reform of 167,000 square meters non-completed sets of houses was actively promoted, the renovation of 860,000 square metres old districts was accomplished, and 2,501 limited price houses were offered. Inland rivers recovery was strengthened, of which there are 12 rivers were cut off sources of pollution, 6 rivers were involved in vertical greening project. Dongqian Lake water plant completed the first stage of construction project with supplying 250,000 tons water per day, and in consequence municipal water supply capacity achieved 1.22 million tons per day. Bus routes were adjusted as well: 20 bus routes were new, 43 were optimized, and 19 were specially opened temporarily. The conditions of road infrastructure were improved. 920,000 square meters including the south part of Huangcheng Xi Road and others were laid asphalt, 66,000 square meters pavements including Liuting Street and others were reconstructed, and 113 historical streets and lanes of Three Old Districts were reconstructed as well which covering 236,000 square meters. The management of city appearance and sanitation was strengthened. The area of road sweeping covered 14.50 million square meters, the mechanization rate was 46.8 percent and over 18 hours dynamic keeping clean rate reached 100 percent. Sewage interception project was completed in districts cross-Yao River, and the network of sewage pipes in key areas was connected and reconstructed. The quality of water drainage conformed to national second phase standard. The daily disposal capacity of living garbage achieved 2,900 tons, besides rate of living garbage harmless disposal reached 93.28 percent.
V. Domestic trade, Tourism and Exhibition
Sales of consumer goods at domestic market continued increasing. The total volume of retail sales was 103.55 billion yuan in the whole year, up by 17.3 percent over the previous year. In terms of the classification of industries, wholesale and retail sales were 92.05 billion yuan, up by 17.8 percent; hotels and catering industries achieved 11.47 billion yuan revenue, up by 14.0 percent. In terms of urban and rural areas, urban consumption market grew by 17.4 percent and rural market grew by 17.1 percent. According to the kinds of goods, automotive goods denominating the wholesale and retail sales above designated size realized 9.80 billion yuan retail sales, which occupied 26.3 percent of trade ceiling enterprise retail sales and up by 3.8 percentage points compared with the previous year. In addition, retail sales of goods on “eating” and “wearing” grew by 30.1 percent and 16.0 percent respectively.
Tourism experienced fast growth. Tourism income totalled 38.02 billion yuan, up by 20.3 percent. The city received 30.74 million domestic tourists, up by 14.5 percent; domestic tourist earnings were 34.82 billion yuan, 20.2 percent more than last year. The city received 689,000 entry tourists, up by 26.8 percent; tourism earned 430 million US dollars, 27.4 percent more than last year.
Exhibition level achieved a continuous development. 206 conferences and exhibitions were held, up by 39.0 percent. Of this total, there were 103 exhibitions which grew by 28.7 percent over the previous year. Exhibitive areas reached 1.02 million square meters, up by 27.5 percent; 21 exhibitions comprised more than 1,000 standard booths, up by 31.0 percent. Investment promotion and exhibition attraction took effect gradually. 1.06 billion US dollars trade turnover was realized in China International Consumer Goods Fair, 231 foreign investment projects and 3.28 billion US dollars foreign investment was contracted in Zhejiang Investment and Trade Symposium, and 7.27 billion yuan turnover was reached in China Food Exposition.
VI. External Economy, Cooperation and Communication
External economy grew relatively fast. The annual total volume of imports and exports was 111.76 billion US dollars, 29.2 percent more than last year. The total volume of automatic registration of import and export trading was 56.50 billion US dollars, 33.9 percent more than last year. Of which, exports were 38.26 billion US dollars, up by 33.0 percent; imports were 18.24 billion US dollars, up by 35.7 percent. Trading structure improved continuously. Processing trades increased rapidly: the volume of imports and exports was 14.85 billion US dollars, up by 50.1 percent; general trades of that is 38.99 billion US dollars, up by 31.7 percent. The structure of import and export products was optimized further. The exported mechanical and electrical products and new and high technological products increased by 41.4 percent and 42.0 percent, 8.4 percentage points and 9.0 percentage points higher than average levels respectively. The imported mechanical and electrical products and new and high technological products increased 43.4 percent and 37.7 percent, both higher than average import growth rate.
The structure of making use of foreign capital was optimized. Contracted foreign capital was 4.50 billion US dollars and actually utilized foreign capital was 2.51 billion US dollars, up by 1.7 percent and 3.1 percent respectively. 231 tertiary industry projects were sanctioned newly; 440 million US dollars actual foreign capital was utilized, which were 7.7 percent higher than last year. The actual foreign capital of real estate projects grew by 120.8 percent, meanwhile, wholesale and retail grew by 38.5 percent.
Foreign economic and technical cooperation maintained good momentum. The turnover of external contracting projects and labour service cooperation was 1.15 billion US dollars, up by 18.6 percent. There were 118 foreign enterprises newly sanctioned in the year, and total investment amounted to 160 million US dollars up by 188.0 percent where 150 million was from Chinese investment.
Internal cooperation was propelled sturdily. 2,115 domestic investment projects were introduced, 31.95 billion yuan was contracted and 17.06 billion yuan was realized, both increased over the previous year. 96 collaborative projects between mountainous areas and seaside with 13.67 billion yuan total investment were newly added. Industrial cooperation with Quzhou on resources got breakthrough, meanwhile with Zhoushan on collaborative projects between mountainous areas and seaside developed in depth. 130 projects about integrating Shanghai and Changjiang Delta cooperation totalled 13.34 billion yuan. 41 investment projects cooperated with mid-western and north-east regions totalled 3.64 billion yuan. Regional cooperation with East Zhejiang which focused on four cities was carried forward orderly. Moreover, regional overall planning which focused on Chengdu-Ningbo Week activity was triggered on the whole.
VII. Harbour and Transportation
The development of port transportation remained on the full swing. The port handled 345 million tons of cargo in the whole year, up by 11.5 percent over the previous year. Of which, 158 million tons of merchandise for foreign trade were handled, up by 6.9 percent. The container loading and unloading capacity reached 9.35 million TEUs which up by 32.3 percent, keeping the fourth of continent coastal ports. 28 courses were newly opened, 19 of which were major marines. In total, port of Ningbo had 190 container marine lines, of which, 101 were major marines, 46 near-sea shipping lines, 19 internal branch lines, 24 internal trade lines. Monthly average sailings were 810, the most sailings per month were 844, and the monthly amount of work exceeded 800,000 TEUs.
The construction of transportation continued being propelled. The investment in transportation infrastructure reached 12.53 billion yuan, 92.0 billion yuan of which was in motorways. 100 kilometres were newly built motorways in the year, 59 were reconstructed and the total mileage of motorways reached 326 kilometres as a result. The main framework of “One Loop with Six Rays” had formed: the total mileage of highways amounted to 9,320.1 kilometres, and the density reached 95 kilometres per hundred square kilometres. Hangzhou Bay Bridge had been joined up, of which, south connection of the Bridge, west section of round-the-city motorway and the widened part of Hangzhou-Ningbo Motorway had been opened to traffic. The investment in waterway was 1.70 billion yuan, Phase II of Hangyong canal in Ningbo was basically opened to traffic. The investment in Yongtaiwen Railway in Ningbo was 1.57 billion yuan, up by 17.0 percent.
The transportation capacity of the whole society grew stably. The total volume of passenger transportation was 310 million people, and passenger circulation was 12.13 billion person-kilometres, up by 5.3 percent and 14.5 percent respectively. Of this total, the number of highway passengers was 300 million and passenger circulation was 12.1 billion person-kilometres, up by 5.0 percent and 14.5 percent. The volume of passenger transported on the railways totalled 8,369,000 people, up by 12.3 percent. The annual throughput of passenger of civil aviation was 3.30 million people, up by 11.0 percent. The total volume of cargo transported was 230 million tons and the volume of cargo circulated was 105.88 billion ton-kilometres, up by 12.9 percent and 12.4 percent respectively. The volume of cargo transported by water reached 87.06 million tons and the volume of cargo circulated was 97.76 billion ton-kilometres, up by 18.5 percent and 12.4 percent accordingly; the volume of cargo transported on the highways reached 130 million tons and the volume of cargo circulated was 8.12 billion ton-kilometres, up by 10.3 percent and 12.9 percent accordingly; the volume of cargo transported on the railways reached 13,298,000 tons, up by 8.3 percent; the throughput of cargo and mail of civil aviation was 56,000 tons, up by 5.4 percent.
VIII. Banking, Securities and Insurance
The finance ran steadily. The RMB and foreign currencies balance of deposits of financial institutions amounted to 530.90 billion yuan by the end of the year, 12.9 percent higher than last year. Among them, the RMB balance of deposits was 517.72 billion yuan, up by 13.2 percent. Deposits from enterprises and government institutions grew steadily. By the end of the year the balance of deposits in RMB and foreign currencies of all enterprises and government institutions amounted to 203.37 billion yuan, up by 16.3 percent. Savings increased at a slower pace. The RMB and foreign currencies balance of deposits of urban and rural residents’ saving reached 185.62 billion yuan, up by 3.6 percent or 15.7 percentage points lower. The RMB and foreign currencies balance of deposits of financial institutions reached 496.19 billion yuan, up by 21.7 percent (on comparable basis, same as below). Among them, 473.59 billion yuan was loan balance, 22.1 percent more than last year. In terms of duration, the short-term loans and medium-term and long-term loans increased rapidly. By the end of the year the RMB and foreign currencies balance of short-term loans amounted to 289.31 billion yuan, up by 25.8 percent; medium-term and long-term loans amounted to 181.63 billion yuan, up by 19.7 percent. In terms of the directions of investment, loans of manufacturing enterprises and individuals increased rapidly. By the end of the year the balance of loans of manufacturing enterprises was 192.30 billion yuan, up by 29.2 percent; balance of loans of individuals was 88.12 billion yuan, up by 70.8 percent. Of which, balance of loans of individual consumption amounted 68.34 billion yuan, up by 58.6 percent. The quality of assets of financial institutions improved further. By the end of the year the balance of non-performing loans (NPLs) of banking institutions and non-bank institutions declined by 810 million yuan in contrast with the beginning of the year. The NPLs rate was 1.4 percent, declining by 0.6 percentage point over the beginning of the year. Both the balance of NPLs and NPLs rate continued maintaining sound momentum.
The securities market ran at record levels. There were 8 newly increased listed companies and 33 listed companies in total by the end of 2007. Among them, 26 companies were A shares, 7 companies were H shares and red chips. Transaction value of securities trading institutions totalled 1717.71 billion yuan, up by 438.4 percent over the previous year. Of this total, transaction value of stocks and funds was 1463.14 billion yuan, increasing by 507.4 percent. Clients’ trading settlement funds amounted to 16.92 billion yuan, increasing by 222.1 percent. The market value of designated and mandated securities was worth 91.20 billion yuan, increasing by 296.4 percent. The turnover of futures brokerage was 674.41 billion yuan, increasing by 174.4 percent. The ranks of securities investors were enlarged: new investor accounts numbered 637,000 by the end of the year, up by 48.1 percent.
The insurance developed smoothly. The insurance income was 7.22 billion yuan, 22.1 percent more than last year. Among them, the property insurance income was 3.44 billion yuan, up by 26.3 percent; the personal insurance gained 3.78 billion yuan, up by 18.6 percent. The payment of all kinds of insurance and indemnity was 2.63 billion yuan, 30.3 percent more than last year.
IX. Science and Technology, Education and Competent Personnel
The ability of technology innovation was improved. There were 1 newly-increased national level, 13 provincial-level and 19 city-level enterprise engineering and technology centres. Ningbo received 1 State Technological Invention Award, 21 technological progress awards at provincial level. In 2007, there were 12,787 applications for patents and 8,845 were authorized, increasing by 22.8 percent and 46.1 percent. Of this total, there were 1,439 applications for patents for invention and 293 were authorized, increasing by 29.1 percent and 46.5 percent. By the end of 2007, there are 93 national-level new high-tech enterprises, 292 provincial-level and 539 city-level. Brand building progressed gradually. “Well-Known Marks” totalled 117 where over 80 were newly increased, and “Chinese Name-Brand Products” totalled 61 where 17 were newly increased.
Education undertakings gained new achievements. The whole city had 2,435 of different types of full-time schools, with 1,375,000 students in school and 85,000 faculty members including 65,000 full-time teachers. The net enrolment ratio of three years preschool education was 97.6 percent for children. Moreover, the gross kindergarten enrolment rate was 141%. The enrolment rate and consolidation rate of the compulsory education maintained 100 percent and more than 99.9 percent respectively. Over 620,000 students were free of incidental expenses with 130 billion yuan involved. Of students in the compulsory education stage, 214,000 were migrant workers’ children. 97.42 percent of junior middle school graduates entered senior middle schools, an increase of 1.4 percentage points over the 2006 figure. The admission rate of institutions of higher learning reached 81.8 percent, 9.2 percentage points higher than average level of the whole province. There were 15 universities/colleges in Ningbo, 126,000 students studying in schooling of higher learning, 4.9 percent more than last year. The proportion of undergraduates to vocational college students was 48.3: 51.7, where the proportion of undergraduates increased by 2 percentage points. 3 majors were entitled to grant doctorates during the year, which realized the breakthrough of no authorization centre in Ningbo. The gross entrance rate of higher education was 46 percent, 2 percentage points higher than the same period last year. The education system in service sector was improved gradually. Furthermore, the establishment of ten bases training practice-oriented talents and internship and training bases were accelerated. Privately-run schools entered into a new phase. The total number of full-time privately-run primary and secondary schools (kindergartens) was 1,250 with 292,000 students which accounted for 23.7 percent. School conditions were further improved, accompanied by the implementation of “Construction of Standardization for Primary and Secondary Schools Project”. The proportion of schools standardized was 75 percent, being ahead in the whole province.
Construction of competent personnel continued progressing. Newly increased various types of competent personnel reached over 60,000 with 95 foreign experts brought in; newly increased post-doctoral workstations were 2 with 10 post doctors brought in. By the end of the year, competence personnel totalled more than 600,000 including 420,000 technical professionals, 21,000 personnel with senior technical titles, 1,010 doctors and post doctors, 9,000 masters and 1,750 various types of professionals (including 12 academicians flexibly brought in; 247 enjoying special allowances of the State Council and the government; 188 experts making outstanding contribution to the country, province and city; 1,500 experts with senior technical titles). There were 24 post-doctoral workstations in total. In a nutshell, the scale, qualify and structure of competent personnel experienced a noticeable improvement.
X. Culture, Public Health and Sports
Culture undertakings made healthy progress. Cultural fine work achieved significant breakthroughs: Yong Opera named “A Rented Wife” was granted the title of “Fine Work Nomination Play” of National Project to the Distillation of the Stage Art in 2006-2007; 5 works won the prize of “Five-One Project” of national cultural and ideological progress; three programs won the national prize of “Group Stars Award”. Steps were taken to improve the building of public culture service system. 340 villages and community cultural palaces were newly increased, and “15-Minute Cultural Activity Circles” formed gradually; tens of millions common people benefited from 24,810 movie shows and more than 1,000 dramas, and the goal of “Every Village One Movie per Month” had been accomplished ahead of time. Cultural market was operated orderly: there were 8,488 cultural institutions, and the rate of proper market reached 94.7 percent. Cultural exchanges with other countries became more frequently. Ningbo Yifu Theatre, Ningbo Grand Theatre and Ningbo Concert Hall brought in more than 100 domestic and foreign theatrical troupes with over 400 various performances which included approximate 100 foreign and national-level fine art performances.
Public health development accelerated. At the end of the year all types of health-care institutions had a total of 21,000 hospital beds and 35,000 medical and health personnel, and there were 3.7 hospital beds, 5.9 medical and health personnel, 2.8 practicing physicians and 2.0 registered nurses per thousand people. There were 143 community health-care service centres and 1,251 community health-care service stations. The health-care service coverage rate of urban districts was 100 percent, and that of rural areas was above 90 percent. New cooperative medical care system in rural areas was further consolidated. The number of peasants participating reached 3.7 million, and the participation rate in 2007 was 96.6 percent. Rural sanitary infrastructure was improved. 121 health-care institutions at township level fully completed the first round construction for standardization. Public health care achieved noticeable results: incidence of infectious diseases A and B was 330.45 per 100,000 of the whole city. The patriotic public health campaign gathered steadily all over the city, and the city won the honour of “Nationally Advanced Clean City” again.
The sport undertaking grew rapidly. The 15th City Games was successfully held in 2007 with the participation of 5,140 athletes which setting a new record. A team was formed to participate in the 6th National Inter-City Games, and got 1 gold medal, 4 silver medals, and 6 bronze medals and scored a total of 156 marks. Athletes obtained 1 silver medal in international contests; 2 gold medals in Asian contests; 29 gold medals, 25 silver medals and 33 bronze medals in national contests; 157 gold medals, 83 silver medals and 69 bronze medals in provincial contests. A series of “Olympics and Sports for All” activities was held actively, which totalled over 1,000 various types of activities. “Citizens Health Project” and “Rural Well-off Sports Project” were implemented continuously, 30 community sport facilities were replaced and constructed, 550 rural special health-building outlets and over 200 courts of various types. The sales of sports lotteries amounted to 710 million yuan throughout the year.
XI. Population, Living Conditions, Social Security and Social Organizations
Population got a low growth rate. The population through household register was 5,646,000 including 2,182,000 people in urban areas, up by 7.3 per thousand. The year 2007 saw a crude birth rate of 7.98 per thousand and a crude death rate of 5.92 per thousand. The natural growth rate was 2.06 per thousand.
The living quality of urban residents maintained to improve. The per-capita disposable income of urban residents and the per-capita net income of rural people was 22,307 yuan and 10,051 yuan respectively, up by 13.4 percent and 13.6 accordingly. Due to the promotion of economic growth and improvement of economic efficiency of enterprises, working salaries and wages were still the mainstay of the income of urban and rural households. Of which, the average income from wages and salaries of urban households was 16,526 yuan, and that of rural households was 5,876, up by 10.2 percent and 15.1 percent respectively. Property income increased rapidly owing to the diversification of channels for investment. Of which, average dividends and bonuses of urban households increased by 339.5 percent, and that of rural households increased by 80.7 percent. The implementation of various safeguard measures contributed to the increase of average pensions to retired employees in urban and rural areas, by 27.7 percent and 27.6 percent respectively. Over-all construction in urban and rural areas progressed steadily. The income difference between urban and rural residents dropped from 2.226: 1 last year to 2.219: 1. The annual per capita living expenses of urban residents reached 13,921 yuan, up by 9.9 percent over the previous year. The Engel coefficient of urban residents was 37.0 percent. The annual per capita living expenses of rural residents reached 8,062 yuan, up by 9.3 over the previous year. The Engel coefficient of rural residents was 40.1 percent, down by 0.5 percentage point from that in the previous year.
Social securities system improved continuously. The implementation of “Provisional Measures on Essential Medical Insurance of Urban Residents of Ningbo”, “Opinions on the Construction of the New Rural Old-Age Insurance System” and “Provisional Measures on Social Insurance of Migrant Workers of Ningbo” basically constituted the multi-level and wide-ranging social securities system benefiting both urban residents and migrant workers. 1.97 million people participated in basic old-age insurance, an increase of 272,000 people over the previous year. The monthly average pensions per capita were 1,264 yuan and up by 11.0 percent, which was high in the province. The payment capability of old-age insurance reached 43.2 months and joined the front ranks of the province. 1,518,000 urban workers participated in medical insurance, a net increase of 246,000 people. A total of 958,000 people participated in unemployment insurance programs, a net increase of 153,000 people. Unemployment insurance money moved up to 595 yuan monthly. 1.7 million employees were covered by Industrial injury insurance scheme, a net increase of 433,000 people. A total of 929,000 people participated in childbirth insurance, a net increase of 383,000 people. At the end of the year, 521,000 farmers involved in land requisition were covered by old-age insurance, up by 3.8 percent. Of this total, rate of participation was above 80 percent. Urban and rural subsistence allowances and social welfare were strengthened. By the end of the year, a total of 74,000 recipients of the subsistence security allowances were in the city, and the expenditure was 120 million yuan. Urban recipients of the allowances were 15,000 people, and the expenditure was 40 million yuan. The rate of rural people in the five-guarantee programs supported by collectives reached 96.1 percent, and the rate of urban people in “three-no people” supported by collectives reached 100 percent. There were 19,000 beds in 166 social welfare institutions of various types, accommodating for 14,000 inmates. The charity work continued progressing. Two city and county levels charities raised 340 million yuan, up by 38.2 percent. Relief expenditure was 200 million yuan, up by 101.8 percent.
The management system of social organizations steadily improved. Regionalization work was further regulated. At the end of 2007, there were 6 districts, 2 counties, 3 county-level city, 80 towns, 11 villages, and 59 neighbourhood offices in total. Nongovernmental organizations developed soundly. There were 1,624 registered associations, increasing by 3.2 percent; there were 2,238 privately-run non-enterprise units, up by 11.3 percent. The structure of neighbourhood committees and villagers committees were adjusted: there were 541 neighbourhood committees and 2,612 villager committees in total.
XII. Environmental Protection, Energy Saving, Emission Reduction and Safe Production
The work of environmental protection continued strengthening. Cycling economy developed steadily with the issue of “Implementation Opinions on Developing Circling Economy of Ningbo”. Moreover, 6 zones including Ningbo Chemical Zone carried out ecological construction. The protection of drinking water sources was strengthened in 2007: 55 drinking water sources were built as protection zones of qualified drinking water sources, 12 drinking water sources were built as protection zones of standardized drinking water sources. The accumulated protection zones of qualified drinking water sources reached 90, and the accumulated protection zones of standardized drinking water sources reached 12. The construction of ecological townships and towns obtained significant achievement. Throughout the year 23 townships and towns became ecological townships and towns at the provincial level. At the end of the year, a total of 6 towns built the National Environmental Elegant Town; 42 townships and towns (excluding the 6 towns mentioned previously) of 92 in total, accounting for 46.2 percent, won the title of Provincial-Level Ecological Townships and Towns. The tertiary disposal network of rural living garbage was further consolidated. Over 60 percent rural living garbage was collected. Atmospheric environment and city noise environmental quality kept a good level. The annual concentration of sulphur dioxide, nitrogen dioxide and particulate in urban area all reached Grade II. 329 days’ surrounding air was Grade I or Grade II, accounting for 90.1 percent of the total days in the whole year.
Energy saving and emission reduction recorded achievements. Special fund investing in saving energy and reducing consumption amounted 160 million yuan. Small thermal power plants and small food enterprises had been shut down. The forecast that the districts with total output value exceeding 10,000 yuan consumed 0.87 ton standard coal, down by 4.1 percent; 10,000 yuan value added of industries above designated size consumed (equivalent) 1.19 tons standard coal, down by 5.8 percent. Energy transfer efficiency improved. The consumption of standard coal of thermal power was 315 grams per kilowatt-hour, dropped by 4 grams over the same period of last year. The comprehensive utilization rate of industrial solid wastes was about 92.1 percent, an increase of 0.9 percentage point. “Implementation Measures for Management of Discharge Permit” was issued, control on the total emission volume and system of discharge permit was exercised. 11 wastewater treatment plants were newly constructed, reconstructed or expanded; 20 boilers with desulfurization facilities were newly added. The net reduction amount of COD was 12,000 tons and the net reduction amount of SO2 was 96,000 tons, 22.6 percent and 44.6 percent less than the previous year respectively.
The construction of “Peaceful Ningbo” developed in depth. The security situation was stable: the number of criminal cases cracked and law-breakers and criminals captured and disposed increased by 5.5 percent and 5.2 percent over the previous year respectively. The detection rate of serious cases maintained 100 percent. The achievements of special campaigns cracking down on “Plundering, Pillaging and Robbery” and the black gangs and evils were in the front ranks of the province. The number of various accidents in production declined by 10 percent, of death toll declined by 4.2 percent and that of the direct economic loss declined by 2.6 percent. The qualified batch rate of locally produced processed food by sampling test was 96 percent, of which, the rate of QS food was 97.5 percent. Food poisoning rate was 0.54 people per 10,000 people, which set a low record. The rate of public satisfaction of security was 96.84 percent, an increase of 2.18 percentage points. Judicial administration at grass-roots level progressed steadily. 34,415 of 35,043 disputes were successfully settled by 4,592 people’s mediation organizations, and the success rate reached 98.2 percent. Moreover, 34,366 were fulfilled which occupied 99.8 percent of total.
